DECREE of the Government of the Russian Federation dated 02/16/2008 N 87 (as amended on 04/13/2010) "ON THE COMPOSITION OF SECTIONS OF DESIGN DOCUMENTATION AND REQUIREMENTS FOR THEIR CONTENT"
I. General provisions1. These Regulations establish the composition of sections of project documentation and requirements for the content of these sections:
a) in the preparation of design documentation for various types of capital construction projects;
b) when preparing design documentation for individual stages of construction, reconstruction and major repairs of capital construction projects (hereinafter referred to as construction).
2. For the purposes of these Regulations, capital construction projects, depending on their functional purpose and characteristic features, are divided into the following types:
a) facilities for industrial purposes (buildings, structures, structures for industrial purposes, including defense and security facilities), with the exception of linear facilities;
b) non-production facilities (buildings, structures, housing structures, socio-cultural and communal facilities, as well as other capital construction facilities for non-production purposes);
c) linear objects (pipelines, roads and railways, power lines, etc.).
3. Project documentation consists of text and graphic parts.
The text part contains information regarding the capital construction project, a description of the technical and other decisions taken, explanations, links to regulatory and (or) technical documents used in the preparation of project documentation and calculation results justifying the decisions made.
The graphic part displays the adopted technical and other decisions and is carried out in the form of drawings, diagrams, plans and other documents in graphic form.
Preparation of project documentation must be carried out in accordance with the legislation of the Russian Federation on state secrets.
4. In order to implement during the construction process the architectural, technical and technological solutions contained in the design documentation for a capital construction project, working documentation is developed, consisting of documents in text form, working drawings, specifications of equipment and products.
5. If, for the development of design documentation for a capital construction project, the reliability and safety requirements established by regulatory technical documents are insufficient, or such requirements are not established, the development of documentation must be preceded by the development and approval in the prescribed manner of special technical conditions.
The procedure for the development and approval of special technical conditions is established by the Ministry of Regional Development of the Russian Federation in agreement with the federal executive authorities exercising regulatory functions in the relevant areas of activity.
6. The rules for the execution and design of text and graphic materials included in the design and working documentation are established by the Ministry of Regional Development of the Russian Federation.
7. The need to develop requirements for the content of sections of project documentation, the presence of which is not mandatory according to these Regulations, is determined by agreement between the design organization and the customer of such documentation.
Sections 6, 11, 5 and 9 of the project documentation, the content requirements of which are established respectively by paragraphs 23, 27.1-31, 38 and 42 of these Regulations, are developed in full for capital construction projects financed in whole or in part from the relevant budgets. In all other cases, the need and scope of development of these sections are determined by the customer and are indicated in the design assignment.

8. The need to develop design documentation for a capital construction project in relation to individual stages of construction is established by the customer and indicated in the design assignment.
The possibility of preparing design documentation for individual stages of construction must be justified by calculations confirming the technological feasibility of implementing the adopted design decisions when carrying out construction in stages.
Design documentation for a particular construction stage is developed to the extent necessary for the implementation of this construction stage. The specified documentation must meet the requirements for the composition and content of sections of project documentation established by these Regulations for capital construction projects.
For the purposes of these Regulations, the construction stage means the construction of one of the capital construction projects, the construction of which is planned to be carried out on one land plot, if such an object can be put into operation and operated autonomously, that is, regardless of the construction of other capital construction projects on this land plot, as well as the construction of a part of a capital construction project, which can be put into operation and operated autonomously, that is, independently of the construction of other parts of this capital construction project.
II. Composition of sections of design documentation for capital construction projects for industrial and non-production purposes and requirements for the content of these sections9. Design documentation for capital construction projects for industrial and non-industrial purposes consists of 12 sections, the content requirements for which are established by paragraphs 10-32 of these Regulations.
10. Section 1 "Explanatory Note" must contain:
in the text part
a) details of one of the following documents, on the basis of which the decision to develop project documentation was made:
federal target program, development program of a constituent entity of the Russian Federation, comprehensive program for the development of a municipal entity, departmental target program and other programs;
decision of the President of the Russian Federation, the Government of the Russian Federation, government bodies of the constituent entities of the Russian Federation and local government bodies in accordance with their powers;
developer's decision;
b) initial data and conditions for the preparation of design documentation for a capital construction project. The explanatory note indicates the details of the following documents:
design assignment - in case of preparation of design documentation on the basis of a contract;
reporting documentation based on the results of engineering surveys;
title documents for a capital construction project - in the case of preparation of design documentation for reconstruction or major repairs of a capital construction project;
an approved and duly registered urban planning plan for the land plot provided for the placement of a capital construction project;
documents on the use of land plots to which urban planning regulations do not apply or for which urban planning regulations are not established, issued in accordance with federal laws by authorized federal executive authorities, or authorized executive authorities of constituent entities of the Russian Federation, or authorized local government bodies;
technical conditions provided for by Part 7 of Article 48 of the Town Planning Code of the Russian Federation and other regulatory legal acts, if the operation of the designed capital construction facility is impossible without its connection to public engineering and technical support networks (hereinafter referred to as technical conditions);
documents on approval of deviations from the provisions of technical specifications;
permission to deviate from the maximum parameters of the permitted construction of capital construction projects;
acts (decisions) of the owner of the building (structure) on the decommissioning and liquidation of a capital construction project - if demolition (dismantling) is necessary;
other initial permitting documents established by legislative and other regulatory legal acts of the Russian Federation, including technical and urban planning regulations;
decision of a local government body to recognize a residential building as unsafe and subject to demolition - if demolition of the residential building is necessary;
c) information about the functional purpose of the capital construction project, the composition and characteristics of production, the range of products (works, services);
d) information about the needs of the capital construction project for fuel, gas, water and electrical energy;
e) data on the design capacity of a capital construction project - for industrial facilities;
f) information about the raw material base, production needs for water, fuel and energy resources - for production facilities;
g) information on the integrated use of raw materials, secondary energy resources, production waste - for production facilities;
h) information about land plots withdrawn for temporary (for the construction period) and (or) permanent use, justification for the size of the withdrawn land plot, if such dimensions are not established by the norms of land allocation for specific types of activities, or land use and development rules, or planning projects , land surveying, - if necessary, seizure of a land plot;
j) information on the amount of funds required to compensate for losses to owners of land plots - in the event of their seizure for temporary and (or) permanent use;
k) information about the inventions used in the project, the results of patent research;
l) technical and economic indicators of the designed capital construction projects;
m) information on the availability of developed and agreed upon special technical conditions - if it is necessary to develop such conditions;
o) data on the design capacity of the capital construction project, the significance of the capital construction project for settlements (municipalities), as well as on the number of employees and their professional qualifications, the number of jobs (except for residential buildings) and other data characterizing the capital construction project, - for non-production objects;
o) information about computer programs that were used to perform calculations of structural elements of buildings, structures and structures;
p) justification for the possibility of constructing a capital construction project by stages of construction, highlighting these stages (if necessary);
c) information on the estimated costs associated with the demolition of buildings and structures, relocation of people, relocation of utility networks (if necessary);
r) assurance from the design organization that the design documentation has been developed in accordance with the urban planning plan of the land plot, design assignment, urban planning regulations, documents on the use of the land plot for construction (if the land plot is not subject to the urban planning regulations or in relation to it no town planning regulations are established), technical regulations, including those establishing requirements for ensuring the safe operation of buildings, structures, structures and the safe use of adjacent territories, and in compliance with technical conditions.
11. The documents (copies of documents drawn up in the prescribed manner) specified in subparagraph “b” of paragraph 10 of these Regulations must be attached to the explanatory note in full.
12. Section 2 “Scheme of planning organization of a land plot” must contain:
in the text part
a) characteristics of the land plot provided for the placement of a capital construction project;
b) justification of the boundaries of sanitary protection zones of capital construction projects within the boundaries of a land plot - if it is necessary to determine these zones in accordance with the legislation of the Russian Federation;
c) justification for the planning organization of the land plot in accordance with town planning and technical regulations or documents on the use of the land plot (if the land plot is not subject to town planning regulations or town planning regulations are not established in relation to it);
d) technical and economic indicators of the land plot provided for the placement of a capital construction project;
e) justification of decisions on engineering preparation of the territory, including decisions on engineering protection of the territory and capital construction objects from the consequences of hazardous geological processes, flood, surface and ground waters;
f) description of the organization of the relief by vertical layout;
g) description of solutions for landscaping;
h) zoning of the territory of the land plot provided for the placement of a capital construction project, justification of the functional purpose and the basic layout of the zones, justification for the placement of buildings and structures (main, auxiliary, utility, warehouse and service purposes) of capital construction objects - for production facilities;
i) justification of transport communications schemes ensuring external and internal (including inter-shop) cargo transportation - for industrial facilities;
j) characteristics and technical indicators of transport communications (if such communications are available) - for industrial facilities;
k) justification of transport communications schemes providing external and internal access to a capital construction project - for non-production facilities;
in the graphic part
l) diagram of the planning organization of the land plot showing:
locations of existing and projected capital construction projects, indicating existing and projected entrances and approaches to them;
boundaries of public easement zones (if any);
buildings and structures of a capital construction project subject to demolition (if any);
decisions on planning, landscaping, landscaping and lighting of the territory;
stages of construction of a capital construction project;
traffic patterns for vehicles on a construction site;
m) plan of earth masses;
n) a consolidated plan of engineering support networks indicating the places of connection of the planned capital construction facility to existing engineering support networks;
o) a situational plan for the placement of a capital construction project within the boundaries of the land plot provided for the placement of this facility, indicating the boundaries of settlements directly adjacent to the boundaries of the specified land plot, the boundaries of zones with special conditions for their use provided for by the Town Planning Code of the Russian Federation, the boundaries of territories, exposed to the risk of emergencies of a natural and man-made nature, as well as displaying the designed transport and engineering communications with the designation of the places of their connection to existing transport and engineering communications - for industrial facilities.
13. Section 3 "Architectural solutions" must contain:
in the text part
a) description and justification of the external and internal appearance of the capital construction project, its spatial, planning and functional organization;
b) justification of the adopted volumetric-spatial and architectural-artistic decisions, including in terms of compliance with the maximum parameters of the permitted construction of a capital construction project;
c) description and justification of the compositional techniques used in the design of facades and interiors of a capital construction project;
d) description of solutions for finishing the premises of the main, auxiliary, service and technical purposes;
e) description of architectural solutions that provide natural lighting in rooms with constant occupancy;
f) description of architectural and construction measures that ensure the protection of premises from noise, vibration and other impacts;
g) description of solutions for lighting the facility, ensuring the safety of aircraft flight (if necessary);
h) description of solutions for decorative, artistic and color finishing of interiors - for non-production facilities;
in the graphic part
i) display of facades;
j) color scheme of facades (if necessary);
k) floor plans of buildings and structures with explication of premises - for non-production facilities;
m) other graphic and exhibition materials carried out if the need for this is indicated in the design assignment.
14. Section 4 “Constructive and space-planning solutions” should contain:
in the text part
a) information about the topographical, engineering-geological, hydrogeological, meteorological and climatic conditions of the land plot provided for the placement of a capital construction project;
b) information about the special natural climatic conditions of the territory on which the land plot provided for the placement of a capital construction project is located;
c) information on the strength and deformation characteristics of the soil at the base of a capital construction project;
d) groundwater level, its chemical composition, aggressiveness of groundwater and soil in relation to materials used in the construction of the underground part of a capital construction project;
e) description and justification of design solutions for buildings and structures, including their spatial layouts adopted when performing calculations of building structures;
f) description and justification of technical solutions that ensure the necessary strength, stability, spatial immutability of buildings and structures of a capital construction project as a whole, as well as their individual structural elements, assemblies, parts during the manufacturing, transportation, construction and operation of a capital construction project;
g) description of design and technical solutions for the underground part of a capital construction project;
h) description and justification of the adopted space-planning decisions for buildings and structures of the capital construction project;
i) justification of the nomenclature, layout and areas of the main production, experimental, assembly, repair and other workshops, as well as laboratories, warehouse and administrative premises, other auxiliary and service premises - for production facilities;
j) justification of the nomenclature, layout and area of premises for main, auxiliary, service purposes and technical purposes - for non-production facilities;
k) justification of design decisions and measures ensuring:
compliance with the required heat-protective characteristics of enclosing structures;
reduction of noise and vibrations;
waterproofing and vapor barrier of premises;
reduction of indoor gas pollution;
removal of excess heat;
compliance with safe levels of electromagnetic and other radiation, compliance with sanitary and hygienic conditions;
fire safety;
l) characteristics and justification of the structures of floors, roofs, suspended ceilings, partitions, as well as room decoration;
m) a list of measures to protect building structures and foundations from destruction;
o) description of engineering solutions and structures that ensure the protection of the territory of a capital construction project, individual buildings and structures of a capital construction project, as well as personnel (residents) from hazardous natural and man-made processes;
in the graphic part
o) floor plans of buildings and structures indicating the dimensions and explication of the premises;
p) drawings of characteristic sections of buildings and structures with images of load-bearing and enclosing structures, indicating the relative elevations of the levels of structures, floors, bottoms of beams, trusses, coverings with a description of roof structures and other structural elements;
c) drawings of fragments of plans and sections requiring detailed images;
r) diagrams of frames and components of building structures;
y) plans for floors, coverings, roofing;
t) layout diagrams of enclosing structures and partitions;
x) plan and sections of foundations.
15. Section 5 “Information about engineering equipment, engineering support networks, list of engineering activities, content of technological solutions” should consist of the following subsections:
a) subsection "Power supply system";
b) subsection "Water supply system";
c) subsection "Water disposal system";
d) subsection "Heating, ventilation and air conditioning, heating networks";
e) subsection "Communication networks";
f) subsection "Gas supply system";
g) subsection "Technological solutions".
16. Subsection "Power supply system" of section 5 must contain:
in the text part
a) characteristics of power supply sources in accordance with the technical conditions for connecting a capital construction project to public power supply networks;
b) justification of the adopted power supply scheme;
c) information on the number of electrical receivers, their installed and estimated capacity;
d) requirements for reliability of power supply and quality of electricity;
e) description of solutions for providing electricity to electrical receivers in accordance with the established classification in operating and emergency modes;
f) description of design solutions for reactive power compensation, relay protection, control, automation and dispatch of the power supply system;
g) list of measures to save electricity;
h) information on the capacity of network and transformer facilities;
i) decisions on the organization of oil and repair facilities - for industrial facilities;
j) list of measures for grounding (grounding) and lightning protection;
k) information about the type, class of wires and lighting fixtures that are to be used during the construction of a capital construction project;
l) description of the working and emergency lighting system;
m) description of additional and backup sources of electricity;
o) list of measures to reserve electricity;
in the graphic part
n) schematic diagrams of power supply to power receivers from the main, additional and backup power supply sources;
p) a schematic diagram of the lighting network, including an industrial site and transport communications, - for industrial facilities;
c) schematic diagram of the lighting network - for non-industrial facilities;
r) schematic diagram of the emergency lighting network;
y) grounding (grounding) and lightning protection schemes;
t) plan of power supply networks.
17. The subsection “Water supply system” of section 5 must contain:
in the text part
a) information about existing and projected water supply sources;
b) information about existing and projected protection zones for drinking water supply sources, water protection zones;
c) description and characteristics of the water supply system and its parameters;
d) information on the estimated (design) water consumption for household and drinking needs, including for automatic fire extinguishing and technical water supply, including recycling;
e) information on the estimated (design) water consumption for production needs - for industrial facilities;
f) information on the actual and required pressure in the water supply network, design solutions and engineering equipment that ensure the creation of the required water pressure;
g) information about the materials of pipes of water supply systems and measures to protect them from the aggressive effects of soils and groundwater;
h) information about water quality;
i) a list of measures to ensure established water quality indicators for various consumers;
j) list of measures for water reservation;
k) list of measures for water consumption accounting;
l) description of the water supply automation system;
m) list of measures for the rational use of water and its conservation;
o) description of the hot water supply system;
n) estimated hot water consumption;
p) description of the recycling water supply system and measures to ensure reuse of the heat of heated water;
c) balance of water consumption and wastewater disposal for the capital construction project as a whole and for the main production processes - for industrial facilities;
r) balance of water consumption and wastewater disposal for a capital construction project - for non-production facilities;
in the graphic part
s) schematic diagrams of water supply systems for a capital construction project;
f) water supply network plan.
18. Subsection "Water disposal system" of Section 5 must contain:
in the text part
a) information about existing and planned sewerage systems, sewerage systems and wastewater treatment plants;
b) justification of the adopted systems for collection and disposal of wastewater, the volume of wastewater, the concentration of its contaminants, methods of preliminary treatment, reagents used, equipment and apparatus;
c) justification of the adopted procedure for the collection, disposal and disposal of waste - for industrial facilities;
d) description and justification of the layout of sewer pipelines, description of areas for laying pressure pipelines (if any), conditions for their installation, equipment, information about the material of pipelines and wells, methods of protecting them from the aggressive effects of soils and groundwater;
e) decisions regarding storm drainage and the estimated volume of stormwater runoff;
f) solutions for the collection and disposal of drainage water;
in the graphic part
g) schematic diagrams of sewerage and drainage systems of a capital construction project;
h) schematic diagrams for laying external drainage networks, storm drains and drainage water;
i) plan of drainage networks.
19. Subsection “Heating, ventilation and air conditioning, heating networks” of Section 5 should contain:
in the text part
a) information about the climatic and meteorological conditions of the construction area, the calculated parameters of the outside air;
b) information about heat supply sources, parameters of coolants of heating and ventilation systems;
c) description and justification of installation methods and design solutions, including decisions regarding the diameters and thermal insulation of heating main pipes from the point of connection to public networks to the capital construction site;
d) a list of measures to protect pipelines from the aggressive effects of soils and groundwater;
e) justification of adopted systems and fundamental decisions on heating, ventilation and air conditioning of premises;
f) information on thermal loads for heating, ventilation, hot water supply for production and other needs;
g) information about the need for a pair;
h) justification for the optimal placement of heating equipment, characteristics of materials for the manufacture of air ducts;
i) justification for the rationality of routing air ducts of ventilation systems - for industrial facilities;
j) description of technical solutions that ensure reliable operation of systems in extreme conditions;
k) description of automation and dispatch systems for the control process of heating, ventilation and air conditioning;
l) characteristics of technological equipment that emit harmful substances - for industrial facilities;
m) justification of the selected gas and dust removal system - for industrial facilities;
o) a list of measures to ensure the efficiency of ventilation systems in an emergency (if necessary);
in the graphic part
n) schematic diagrams of heating, ventilation and air conditioning systems;
p) steam pipeline diagram (if available);
c) refrigeration supply diagram (if available);
r) plan of heat supply networks.
20. The subsection "Communication networks" of section 5 should contain:
in the text part
a) information about the capacity of the communication network of the capital construction facility being connected to the public communication network;
b) characteristics of the designed structures and communication lines, including linear cable lines, - for industrial facilities;
c) characteristics of the composition and structure of structures and communication lines;
d) information on the technical, economic and information conditions for connecting to the public communications network;
e) justification of the method by which communications network connections are established (at the local, intra-zonal and long-distance levels);
f) locations of connection points and technical parameters at connection points of communication networks;
g) justification of traffic accounting methods;
h) a list of measures to ensure the interaction of control systems and technical operation, including justification of the method of organizing interaction between the control centers of the connected communication network and the public communication network, interaction of synchronization systems;
i) a list of measures to ensure the sustainable functioning of communication networks, including in emergency situations;
j) description of technical solutions for information protection (if necessary);
k) characteristics and justification of the adopted technical solutions in relation to technological communication networks designed to support production activities at a capital construction site, control of technological production processes (internal communication system, clockwork, radio (including local warning systems in areas where potentially hazardous objects are located), systems television monitoring of technological processes and security television surveillance), - for industrial facilities;
l) description of the internal communication system, clock, radio, television - for non-production facilities;
m) justification of the switching equipment used, which allows recording of outgoing traffic at all levels of connection;
o) characteristics of the adopted local computer network (if any) - for industrial facilities;
o) justification of the selected route of the communication line to the connection point established by the technical conditions, including air and underground sections. Determination of the boundaries of security zones of communication lines based on special conditions of use;
in the graphic part
p) schematic diagrams of communication networks, local area networks (if any) and other low-current networks at a capital construction site;
c) plans for the placement of terminal equipment, other technical, radio-electronic equipment and high-frequency devices (if any);
r) communication network plan.
21. The subsection "Gas supply system" of section 5 must contain:
in the text part
a) information on the execution of a decision (permit) on establishing types and limits of fuel for installations that consume fuel - for production facilities;
b) characteristics of the gas supply source in accordance with the technical specifications;
c) information on the type and number of installations that consume fuel - for industrial facilities;
d) calculated (design) data on the gas needs of a capital construction project - for non-production facilities;
e) justification of the fuel regime - for industrial facilities;
f) description of technical solutions to ensure accounting and control of gas consumption and products produced using gas, including thermal and electrical energy, for industrial facilities;
g) description and justification of the applied systems of automatic regulation and control of thermal processes - for industrial facilities;
h) description of technical solutions to ensure accounting and control of gas consumption, applied automatic control systems - for non-production facilities;
i) description of methods for controlling the temperature and composition of gas combustion products - for industrial facilities;
j) description of technical solutions to ensure thermal insulation of enclosing surfaces of units and heat pipelines - for industrial facilities;
k) list of reserve fuel facilities - for production facilities;
l) justification for the choice of the gas pipeline route and the boundaries of the security zone of the connected gas pipeline, as well as structures on it;
m) justification of technical solutions for the installation of electrochemical protection of a steel gas pipeline from corrosion;
o) information on means of telemechanization of gas distribution networks, their power supply facilities and electric drives;
o) a list of measures to ensure the safe operation of gas supply system facilities, including a description and justification of the designed engineering systems for monitoring and preventing the occurrence of potential accidents, warning and communication systems;
p) a list of measures to create an emergency rescue service and measures to protect gas supply systems - for industrial facilities;
in the graphic part
c) a diagram of the gas pipeline route indicating the boundaries of its security zone and structures on the gas pipeline;
r) a plan for the location of production facilities and gas-using equipment indicating the planned volumes of gas use - for production facilities;
s) a plan for the location of capital construction facilities and gas-using equipment, indicating the planned volumes of gas use - for non-production facilities;
t) plan of gas supply networks.
22. The subsection "Technological solutions" of section 5 should contain:
in the text part
a) information about the production program and product range, characteristics of the adopted technological production scheme as a whole and characteristics of individual parameters of the technological process, requirements for the organization of production, data on the labor intensity of manufacturing products - for production facilities;
b) justification of the need for basic types of resources for technological needs - for production facilities;
c) description of sources of raw materials and supplies - for production facilities;
d) description of requirements for parameters and quality characteristics of products - for industrial facilities;
e) justification of indicators and characteristics (based on comparative analysis) of adopted technological processes and equipment - for production facilities;
f) justification for the quantity and types of auxiliary equipment, including lifting equipment, vehicles and mechanisms;
g) a list of measures to ensure compliance with the requirements for technical devices, equipment, buildings, structures and structures at hazardous production facilities - for production facilities;
h) information on the availability of certificates of compliance with industrial safety requirements and permits for the use of technological equipment and technical devices used in underground mining (if necessary) - for production facilities;
i) information on the estimated number, professional and qualification composition of workers with distribution by groups of production processes, the number of jobs and their equipment - for production facilities;
j) a list of measures to ensure compliance with labor protection requirements during the operation of production and non-production capital construction facilities (except for residential buildings);
k) description of automated systems used in the production process - for production facilities;
l) results of calculations on the quantity and composition of harmful emissions into the atmosphere and discharges into water sources (for individual workshops, production facilities) - for industrial facilities;
m) list of measures to prevent (reduce) emissions and discharges of harmful substances into the environment;
o) information on the type, composition and planned volume of industrial waste to be disposed of and buried, indicating the hazard class of the waste - for industrial facilities;
o) description and justification of design solutions aimed at compliance with the requirements of technological regulations;
in the graphic part
p) schematic diagrams of technological processes from the point of receipt of raw materials and materials to the release of finished products;
c) technological layouts for buildings (shops) indicating the locations of the main technological equipment, vehicles, places for controlling the quantity and quality of raw materials and finished products and other places - for production facilities;
r) cargo flow diagram (if necessary) - for industrial facilities.
23. Section 6 “Construction Organization Project” must contain:
in the text part
a) characteristics of the area based on the location of the capital construction project and construction conditions;
b) assessment of the development of transport infrastructure;
c) information about the possibility of using local labor during construction;
d) a list of measures to attract qualified specialists for construction, including for performing work on a rotational basis;
e) characteristics of the land plot provided for construction, justification for the need to use land plots outside the land plot provided for the construction of a capital construction project for construction;
f) description of the features of work in the conditions of an operating enterprise, in the locations of underground communications, power and communication lines - for industrial facilities;
g) a description of the features of carrying out work in conditions of cramped urban development, in the locations of underground communications, power lines and communications - for non-production facilities;
h) justification of the adopted organizational and technological scheme, which determines the sequence of construction of buildings and structures, engineering and transport communications, ensuring compliance with the deadlines for completion of construction (its stages) established in the construction calendar;
i) a list of types of construction and installation work, critical structures, sections of engineering and technical support networks that are subject to inspection with the preparation of appropriate acceptance certificates before carrying out subsequent work and installing subsequent structures;
j) technological sequence of work during the construction of capital construction projects or their individual elements;
k) justification of the construction needs for personnel, main construction machines, mechanisms, vehicles, fuel and fuels and lubricants, as well as electrical energy, steam, water, temporary buildings and structures;
m) justification of the size and equipment of sites for storing materials, structures, equipment, enlarged modules and stands for their assembly. Solutions for moving heavy, oversized equipment, enlarged modules and building structures;
m) proposals for ensuring quality control of construction and installation works, as well as equipment, structures and materials supplied to the site and installed;
o) proposals for organizing a geodetic and laboratory control service;
o) a list of requirements that must be taken into account in the working documentation developed on the basis of design documentation, in connection with accepted methods for the construction of building structures and installation of equipment;
p) justification of the need for housing and social services for personnel involved in construction;
c) a list of activities and design solutions to determine technical means and work methods that ensure compliance with regulatory labor protection requirements;
r) description of design solutions and measures to protect the environment during construction;
s) justification for the accepted duration of construction of a capital construction project and its individual stages;
t) a list of measures for organizing monitoring of the condition of buildings and structures located in the immediate vicinity of a facility under construction, excavation, construction, installation and other work on which may affect the technical condition and reliability of such buildings and structures;
in the graphic part
x) construction calendar plan, including the preparatory period (timing and sequence of construction of main and auxiliary buildings and structures, identification of construction stages);
v) construction master plan for the preparatory construction period (if necessary) and the main construction period, identifying the locations of permanent and temporary buildings and structures, locations of sites and warehouses for temporary storage of structures, products, materials and equipment, installation locations of stationary cranes and routes for moving cranes heavy lifting capacity, utility networks and sources of supplying the construction site with water, electricity, communications, as well as network routes indicating their connection points and locations of signs for securing alignment axes.
24. Section 7 “Project for organizing work on demolition or dismantling of capital construction projects” is carried out if it is necessary to demolish (dismantle) an object or part of a capital construction object and must contain:

a) the basis for developing a project for organizing work on the demolition or dismantling of buildings, structures and structures of capital construction projects;
b) a list of buildings, structures and structures of capital construction projects subject to demolition (dismantling);
c) a list of measures for decommissioning buildings, structures and structures of capital construction projects;
d) a list of measures to ensure the protection of liquidated buildings, structures and structures of a capital construction project from the penetration of people and animals into the danger zone and inside the facility, as well as the protection of green spaces;
e) description and justification of the adopted demolition (dismantling) method;
f) calculations and justification of the sizes of collapse zones and dangerous zones, depending on the adopted demolition (dismantling) method;
g) assessment of the likelihood of damage during demolition (dismantling) of engineering infrastructure, including existing underground utility networks;
h) description and justification of protection methods and protective devices of engineering support networks, agreed with the owners of these networks;
i) description and justification of decisions on safe methods of carrying out demolition (dismantling) work;
j) a list of measures to ensure the safety of the population, including warning and evacuation (if necessary);
k) description of solutions for waste removal and disposal;
l) list of measures for reclamation and improvement of the land plot (if necessary);
m) information about communications, structures and structures remaining after demolition (dismantling) in the ground and in water bodies; information on the availability of permits from state supervisory authorities for the preservation of such communications, structures and structures in the ground and in water bodies - in cases where the availability of such a permit is provided for by the legislation of the Russian Federation;
o) information on the availability of agreement with the relevant government bodies, including state supervision bodies, of technical solutions for the demolition (dismantling) of the facility by explosion, burning or other potentially dangerous method, a list of additional safety measures when using potentially dangerous demolition methods;
in the graphic part
o) a plan of the land plot and adjacent territories, indicating the location of the demolished facility, engineering support networks, collapse zones and hazardous areas during the demolition (dismantling) of the facility, indicating storage locations for dismantled materials, structures, products and equipment;
p) drawings of protective devices of engineering infrastructure and underground communications;
c) technological maps-diagrams of the sequence of demolition (dismantling) of building structures and equipment.
25. Section 8 “List of environmental protection measures” must contain:
in the text part
a) results of assessing the impact of a capital construction project on the environment;
b) a list of measures to prevent and (or) reduce the possible negative impact of the planned economic activity on the environment and the rational use of natural resources for the period of construction and operation of the capital construction project, including:
results of calculations of surface concentrations of pollutants, analysis and proposals for maximum permissible and temporarily agreed upon emissions;
justification of decisions on wastewater treatment and disposal of neutralized elements, to prevent emergency wastewater discharges;
measures for recycling water supply - for industrial facilities;
measures for the protection and rational use of land resources and soil cover, including measures for the reclamation of disturbed or contaminated land plots and soil cover;
measures for the protection of subsoil - for industrial facilities;
measures for the protection of objects of flora and fauna and their habitat (if there are objects of flora and fauna listed in the Red Book of the Russian Federation and the Red Books of the constituent entities of the Russian Federation, measures for the protection of such objects are separately indicated);
measures to minimize the occurrence of possible emergency situations at a capital construction site and the consequences of their impact on the regional ecosystem;
measures, technical solutions and structures that ensure the rational use and protection of water bodies, as well as the conservation of aquatic biological resources (including preventing the entry of fish and other aquatic biological resources into water intake structures) and their habitat, including the conditions for their reproduction and feeding , migration routes (if necessary);
a program for industrial environmental control (monitoring) of the nature of changes in all components of the ecosystem during the construction and operation of the facility, as well as in case of accidents;
in the graphic part
d) a situational plan (scheme map) of the construction area indicating on it the boundaries of the land plot provided for the placement of the capital construction project, the boundaries of the sanitary protection zone, residential area, recreational zones, water protection zones, zones for the protection of drinking water supply sources, animal habitats and plants listed in the Red Book of the Russian Federation and the red books of the constituent entities of the Russian Federation, as well as the locations of settlement points;
e) a situational plan (scheme map) of the construction area indicating the boundaries of the land plot provided for the location of the capital construction project, the location of sources of emissions of pollutants into the atmosphere and devices for cleaning these emissions;
f) diagram maps and summary tables with the results of calculations of air pollution under adverse weather conditions and emissions by substances and combinations of substances with cumulative harmful effects - for industrial facilities;
g) a situational plan (scheme map) of the area indicating the boundaries of the land plot provided for the placement of a capital construction facility, indicating control points, posts, wells and other objects that ensure the collection of water samples from surface water bodies, as well as groundwater, - for industrial facilities.
26. Section 9 “Measures to ensure fire safety” must contain:
in the text part
a) description of the fire safety system for a capital construction project;
b) justification of fire safety distances between buildings, structures and external installations, ensuring fire safety of capital construction projects;
c) description and justification of design solutions for external fire water supply, for identifying passages and entrances for fire fighting equipment;
d) description and justification of the adopted design and space-planning decisions, the degree of fire resistance and the class of structural fire hazard of building structures;
e) description and justification of design solutions to ensure the safety of people in the event of a fire;
f) a list of measures to ensure the safety of fire departments when extinguishing a fire;
h) a list of buildings, structures, premises and equipment subject to protection by automatic fire extinguishing installations and automatic fire alarm equipment;
i) description and justification of fire protection (automatic fire extinguishing installations, fire alarms, warning and management of evacuation of people in case of fire, internal fire water supply, smoke protection);
j) description and justification of the need for placement of fire protection equipment, control of such equipment, interaction of such equipment with engineering systems of buildings and equipment, the operation of which during a fire is aimed at ensuring the safe evacuation of people, extinguishing a fire and limiting its development, as well as the algorithm for the operation of technical systems (means of) fire protection (if available);
k) description of organizational and technical measures to ensure fire safety of a capital construction project;
l) calculation of fire risks of threat to the life and health of people and destruction of property (when complying with mandatory fire safety requirements established by technical regulations, and voluntarily complying with the requirements of regulatory documents on fire safety, calculation of fire risks is not required);
in the graphic part
m) situational plan for the organization of a land plot provided for the placement of a capital construction project, indicating the entry (exit) to the territory and access routes to the fire equipment facilities, locations and capacities of fire tanks (if any), laying diagrams for the external fire-fighting water supply system, locations placement of fire hydrants and locations of pumping stations;
o) schemes for evacuation of people and material from buildings (structures) and from the territory adjacent to buildings (structures) in the event of a fire;
n) block diagrams of technical systems (means) of fire protection (automatic fire extinguishing installations, automatic fire alarms, internal fire water supply).
27. Section 10 “Measures to ensure access for people with disabilities” should contain:

a) a list of measures to ensure access for people with disabilities to the facilities provided for in paragraph 10 of part 12 of article 48 of the Town Planning Code of the Russian Federation;
b) justification for the adopted design, space-planning and other technical solutions that ensure the safe movement of disabled people at the facilities specified in subparagraph “a” of this paragraph, as well as their evacuation from these facilities in the event of a fire or natural disaster;
c) description of design solutions for arranging workplaces for people with disabilities (if necessary);
in the graphic part
d) a diagram of the planning organization of the land plot (or a fragment of the diagram) on which the objects specified in subparagraph “a” of this paragraph are located, indicating the routes of movement of disabled people;
e) floor plans of buildings (structures) of capital construction projects, indicating the routes of movement of disabled people around the capital construction site, as well as their evacuation routes.
27.1. Section 10.1 “Measures to ensure compliance with energy efficiency requirements and requirements for equipping buildings, structures and structures with meters for energy resources used” should contain:

28. Section 11 “Estimate for the construction of capital construction projects” must contain a text part as part of an explanatory note to the estimate documentation and estimate documentation.
29. The explanatory note to the estimate documentation provided for in paragraph 28 of these Regulations must contain the following information:
a) information about the location of the capital construction project;
b) a list of collections and catalogs of estimate standards adopted for the preparation of estimate documentation for construction;
c) name of the contractor (if any);
d) justification for the specifics of determining the estimated cost of construction work for a capital construction project;
e) other information on the procedure for determining the estimated cost of construction of a capital construction project, specific to it.
30. The estimate documentation provided for in paragraph 28 of these Regulations must contain a summary of costs, a consolidated estimate of the cost of construction, site and local estimates (estimates), estimates for individual types of costs.
The specified estimate documentation is compiled using the basic level of prices and prices prevailing at the time of its preparation (indicating the month and year of its preparation). The basic price level refers to the cost indicators of estimated standards in force as of January 1, 2000.

31. The consolidated estimate of the cost of construction, provided for in paragraph 30 of these Regulations, is drawn up with the distribution of funds according to the following chapters:
preparation of the construction site (Chapter 1);
main construction projects (Chapter 2);
auxiliary and service facilities (Chapter 3);
energy facilities (Chapter 4);
transport and communication facilities (Chapter 5);
external networks and structures of water supply, sewerage, heat supply and gas supply (Chapter 6);
landscaping and landscaping (Chapter 7);
temporary buildings and structures (Chapter 8);
other work and costs (Chapter 9);
training of operational personnel for a capital construction project under construction (Chapter 11);
design and survey work (Chapter 12).
32. Section 12 “Other documentation in cases provided for by federal laws” must contain documentation, the need for development of which during the design and construction of a capital construction project is provided for by the legislative acts of the Russian Federation, including:
a) declaration of industrial safety of hazardous production facilities, developed at the design stage;
b) declaration of safety of hydraulic structures, developed at the design stage;
b.1) a list of measures for civil defense, measures to prevent emergencies of a natural and man-made nature for facilities using atomic energy (including nuclear installations, storage facilities for nuclear materials and radioactive substances), hazardous production facilities, defined as such in accordance with the law Russian Federation, especially dangerous, technically complex, unique objects, defense and security objects;
(as amended by Decree of the Government of the Russian Federation dated December 21, 2009 N 1044)
c) other documentation established by legislative acts of the Russian Federation.
III. Composition of sections of design documentation for linear capital construction projects and requirements for the content of these sections33. Design documentation for linear capital construction objects (hereinafter referred to as linear objects) consists of 10 sections, the content requirements of which are established by paragraphs 34-42 of these Regulations.
34. Section 1 “Explanatory Note” must contain in the text part:
a) details of one of the documents specified in subparagraph “a” of paragraph 10 of these Regulations, on the basis of which a decision was made to develop design documentation for linear facilities, or details of an international treaty of the Russian Federation or a production sharing agreement;
b) initial data and conditions for the preparation of design documentation for a linear facility, specified in subparagraph “b” of paragraph 10 of these Regulations, with the exception of paragraphs ten and twelve;
c) information about the climatic, geographical and engineering-geological characteristics of the area on the territory of which it is proposed to construct a linear facility;
d) description of route options for passing a linear facility through the territory of the construction area (hereinafter referred to as the route), justification for the selected route option;
e) information about the linear object indicating the name, purpose and location of the starting and ending points of the linear object;
f) technical and economic characteristics of the designed linear facility (category, length, design capacity, throughput, cargo load, traffic intensity, information about the main technological operations of the linear facility depending on its purpose, the main parameters of the longitudinal profile and right-of-way, etc.);
g) information specified in subparagraphs “h” - “l”, “n”, “p” and “c” of paragraph 10 of these Regulations;
h) description of the fundamental design solutions that ensure the reliability of the linear facility, the sequence of its construction, the planned stages of construction and the planned timing of their commissioning.
35. Section 2 “Right of Way Design” must contain:
in the text part
a) characteristics of the route of a linear object (description of the terrain, climatic and engineering-geological conditions, hazardous natural processes, vegetation cover, natural and artificial barriers, existing, reconstructed, designed, demolished buildings and structures, as well as for highways - determination of the excess zone transport pollution);
b) calculation of the size of land plots provided for the location of a linear facility (hereinafter referred to as the right of way);
c) lists of artificial structures, intersections, junctions, including their characteristics, list of utilities to be reconstructed;
d) description of solutions for organizing the route relief and engineering preparation of the territory;
e) information about radii and angles of rotation, lengths of straight and curved sections, longitudinal and transverse slopes, heights to be overcome;
f) justification for the need to locate the facility and its infrastructure on lands of agricultural purposes, forestry, water funds, lands of specially protected natural areas;
g) information about overpasses, overpasses, pedestrian crossings and interchanges - for roads and railways;
h) information on the need to design road patrol service posts, weight control points, traffic control posts, meteorological observation posts, public transport stops and locations for road service facilities - for highways;
in the graphic part
i) a topographic map-scheme indicating the boundaries of the administrative-territorial entities through the territory of which the route of the linear facility is planned to be drawn;
j) plan and longitudinal profile of the route with an engineering-geological section indicating pickets, turning angles, designation of existing, designed, reconstructed, demolished buildings and structures, routes of engineering support networks, associated and intersecting communications, as well as for main oil pipelines and oil product pipelines - indicating the location of shut-off valves (electrically driven and manual valves), electrochemical protection stations, main communication lines and power supply for cathodic protection equipment and electric valve drives, locations of the main and intermediate pumping stations, locations of consumers;
k) route plan indicating sections of overhead communication lines (including locations of supports, brands of suspended wires) and sections of cable communication lines (including type of cable, cable depth, location of above-ground and underground line-cable structures);
l) route plan indicating the locations of the designed road patrol service posts, weight control points, traffic control posts, meteorological observation posts, public transport stops and locations of road service facilities - for highways.
36. Section 3 “Technological and design solutions for a linear facility. Artificial structures” should contain:
in the text part
a) information about the topographical, engineering-geological, hydrogeological, meteorological and climatic conditions of the site where the construction of the linear facility will be carried out;
b) information about the special natural and climatic conditions of the land plot provided for the location of a linear facility (seismicity, frozen soils, hazardous geological processes, etc.);
c) information about the strength and deformation characteristics of the soil at the base of a linear object;
d) information about the level of groundwater, its chemical composition, aggressiveness towards materials of products and structures of the underground part of a linear facility;
f) information about the design capacity (throughput, freight turnover, traffic intensity, etc.) of the linear facility;
g) indicators and characteristics of technological equipment and devices of a linear facility (including reliability, stability, efficiency, the possibility of automatic control, minimum emissions (discharges) of pollutants, compactness, use of the latest technologies);
h) list of energy saving measures;
i) justification for the quantity and types of equipment, including lifting equipment, vehicles and mechanisms used in the process of construction of a linear facility;
j) information on the number and professional qualifications of personnel with distribution by groups of production processes, the number and equipment of workplaces;
k) a list of measures to ensure compliance with labor protection requirements during the operation of a linear facility;
l) justification of automated process control systems adopted in the design documentation, automatic systems to prevent violations of the stability and quality of operation of a linear facility;
m) description of decisions on organizing the repair facility, its equipment;
o) justification of technical solutions for construction in difficult engineering and geological conditions (if necessary);
o) for highways - the documents specified in subparagraphs "a" - "o" of this paragraph, as well as:
information about the main parameters and characteristics of the subgrade, including accepted profiles of the subgrade, the width of the main platform, the length of the subgrade in embankments and excavations, the minimum height of the embankment, the depth of excavations;
justification of requirements for backfill soils (humidity and granulometric composition);
justification of the required density of the embankment soil and the values of compaction coefficients for various types of soil;
calculation of the volume of earthworks;
description of accepted methods for draining surface water entering the subgrade;
description of types of structures and list of road surfaces;
description of the structures of the superstructure of railway tracks at intersections with highways (if necessary);
description of design solutions for anti-deformation structures of the subgrade;
justification of types and design solutions of artificial structures (bridges, pipes, overpasses, overpasses, interchanges, pedestrian bridges, underpasses, cattle runs, retaining walls, etc.);
description of the structural design of artificial structures, materials and products used (foundations, supports, spans, coastal connections, slope fastenings);
justification of the sizes of openings in artificial structures that allow water to pass through;
a list of artificial structures indicating their main characteristics and parameters (quantity, length, design scheme, costs of prefabricated and monolithic reinforced concrete, concrete, metal);
description of bridge diagrams, overpasses, bridge support diagrams (if necessary), interchange diagrams at different levels;
information about ways to intersect a linear object;
information on the transport and operational condition, the level of accidents of the highway - for reconstructed (subject to major repairs) highways;
p) for railways - documents and information specified in subparagraphs “a” - “o” of this paragraph, as well as:
a list of measures to protect the route from snow drifts and animals getting on them;
description of the structures of the superstructure of railway tracks, including at intersections with highways;
justification of the main parameters of the designed railway line (guide slope, type of traction, locations of separate points and traction service areas, number of main tracks; specialization, number and useful length of receiving and departure tracks; power supply of electrified lines and locations of traction substations);
data on the estimated number of rolling stock;
information about the designed and (or) reconstructed locomotive and carriage facilities (locations and service areas of locomotive crews; depot locations, their capacity in terms of quantity and types of service, assigned locomotive fleet, justification for the sufficiency of the locomotive facilities and locomotive fleet; assessment of sufficiency devices for servicing carriage facilities; designed devices for carriage facilities, their characteristics);
description of the designed traction service scheme;
justification of the need for operational personnel;
description and requirements for personnel locations, workplace equipment, sanitary facilities for personnel involved in construction;
c) for communication lines - documents and information specified in subparagraphs “a” - “o” of this paragraph, as well as:
information about the possibility of icing of wires and a list of anti-icing measures;
description of the types and sizes of racks (intermediate, corner, transitional, terminal), structures of supports for mast crossings over water barriers;
description of the structures of foundations, supports, lightning protection systems, as well as measures to protect structures from corrosion;
description of technical solutions ensuring connection of the designed communication line to the public communication network;
justification for the construction of new or the use of existing communication structures for transmitting traffic of the designed communication network, technical parameters at the connection points of communication networks (signal level, signal spectra, transmission speeds, etc.);
justification of the adopted alarm systems;
justification of the switching equipment used, which allows accounting of outgoing traffic at all levels of connection;
r) for main pipelines - documents and information specified in subparagraphs "a" - "o" of this paragraph, as well as:
description of the technology of the product transportation process;
information on the design capacity of the pipeline to move the product - for oil pipelines;
characteristics of pipeline parameters;
justification of the pipeline diameter;
information on operating pressure and maximum permissible operating pressure;
description of the operating system of control valves;
justification for the need to use antifriction additives;
justification of pipe wall thickness depending on the drop in operating pressure along the length of the pipeline and operating conditions;
justification of installation locations for shut-off valves, taking into account the terrain, crossed natural and artificial barriers and other factors;
information about reserve pipeline capacity and backup equipment and the potential need for them;
justification for the choice of technology for transporting products based on a comparative analysis (economic, technical, environmental) of other existing technologies;
justification for the selected quantity and quality of main and auxiliary equipment, including valves, its technical characteristics, as well as equipment control methods;
information on the number of workplaces and their equipment, including the number of emergency crews and special transport drivers;
information on the consumption of fuel, electricity, water and other materials for technological needs;
description of the technological process control system (if there is a technological process);
description of the pipeline condition diagnostic system;
a list of measures to protect the pipeline from a decrease (increase) in the temperature of the product above (below) the permissible;
description of the type, composition and volume of waste subject to disposal and disposal;
information on the classification of toxicity of waste, places and methods of their disposal in accordance with established technical conditions;
description of the system for reducing the level of toxic emissions, discharges, list of measures to prevent emergency emissions (discharges);
assessment of possible emergency situations;
information about dangerous areas along the pipeline route and justification for choosing the size of protective zones;
a list of design and organizational measures to eliminate the consequences of accidents, including a plan for the prevention and response to emergency spills of oil and petroleum products (if necessary);
description of design solutions for the passage of the pipeline route (crossing water barriers, swamps, crossing transport communications, laying the pipeline in mountainous areas and through territories exposed to hazardous geological processes);
justification of the safe distance from the axis of the main pipeline to populated areas, engineering structures (bridges, roads), as well as when the main pipeline runs parallel to the specified objects and pipelines similar in functional purpose;
justification of the reliability and stability of the pipeline and its individual elements;
information about loads and impacts on the pipeline;
information on accepted design combinations of loads;
information on the reliability coefficients adopted for calculation by material, by purpose of the pipeline, by load, by soil and other parameters;
the main physical characteristics of pipe steel taken for calculation;
justification of requirements for overall dimensions of pipes, permissible deviations of outer diameter, ovality, curvature, calculated data confirming the strength and stability of the pipeline;
justification of the spatial rigidity of structures (during transportation, installation (construction) and operation);
description and justification of classes and grades of concrete and steel used in construction;
description of design solutions for strengthening foundations and strengthening structures when laying pipelines along routes with slopes steeper than 15 degrees;
justification of the depth of the pipeline in individual sections;
description of design solutions when laying a pipeline through flooded areas, in areas of swamps, areas where talus, landslides are observed, areas subject to erosion, when crossing steep slopes, gullies, as well as when crossing small and medium-sized rivers;
description of the fundamental design solutions for balancing a pipeline pipe using female weights (weight of the set, installation pitch and other parameters);
justification of the selected locations for installing signal signs on the banks of reservoirs, timber rivers and other water bodies;
in the graphic part
s) a diagram of a linear facility indicating the installation locations of technological equipment (if any);
t) drawings of design solutions for load-bearing structures and individual support elements described in the explanatory note;
x) drawings of the main elements of artificial structures and structures;
c) diagrams for fastening structural elements;
h) for highways - diagrams and drawings specified in subparagraphs "y" - "c" of this paragraph, as well as:
drawings of characteristic embankment and excavation profiles, road pavement structures;

diagrams for the installation of cable crossings through railways and automobile (highway, dirt) roads, as well as through water barriers;
diagrams for fastening supports and masts with guy ropes;
diagrams of transition nodes from an underground line to an overhead line;
layout diagrams of communication equipment at a linear facility;
clock network synchronization schemes linked to the clock network synchronization scheme of the public network - for communication networks connected to the public communication network and using digital switching and information transmission technology;
e) for main pipelines - diagrams and drawings specified in subparagraphs "y" - "c" of this paragraph, as well as:
layout diagrams of main and auxiliary equipment;
route diagrams indicating the installation locations of valves, launching and receiving units of ball separators (cleaners);
process control and monitoring schemes;
load combination schemes;
schematic diagrams of an automated process control system at a linear facility.
37. Section 4 “Buildings, structures and structures included in the infrastructure of a linear facility” must contain:
in the text part
a) information on the construction of new, reconstruction of existing capital construction facilities for production and non-production purposes, ensuring the functioning of a linear facility;
b) a list of buildings, structures and structures designed as part of a linear facility, indicating their characteristics;
c) information about design documentation used in the design of buildings and structures designed as part of a linear facility, including documentation for reuse. Project documentation for the construction of such facilities is developed in accordance with paragraphs 10-32 of these Regulations;

d) diagrams of a linear facility indicating the locations of buildings, structures and structures designed as part of the linear facility and ensuring its functioning.
38. Section 5 “Construction Organization Project” must contain:

a) characteristics of the route of the linear facility, the area of its construction, description of the right-of-way and locations along the route of buildings, structures and structures designed as part of the linear facility and ensuring its functioning;
b) information on the size of land plots temporarily allocated for the construction period to ensure the placement of construction mechanisms, storage of dumps and soil reserves, including vegetation, construction of detours, relocation of communications, storage areas for materials and products, construction assembly sites, quarries for the extraction of inert materials materials;
c) information about the locations of logistics bases, production organizations and energy supply facilities serving construction on individual sections of the route, as well as the places of residence of personnel involved in construction and the location of social and public service points;
d) description of the transport scheme(s) for the delivery of material and technical resources, indicating the locations of stations and unloading piers, intermediate warehouses and temporary access roads, including a temporary road along a linear facility;
e) justification of the need for basic construction machines, mechanisms, vehicles, electrical energy, steam, water, oxygen, acetylene, compressed air, explosives (if necessary), as well as temporary buildings and structures;
f) a list of special auxiliary structures, stands, installations, fixtures and devices that require the development of working drawings for their construction (if necessary);
g) information on the volume and labor intensity of the main construction and installation work on sections of the route;
h) justification of the organizational and technological scheme that determines the optimal sequence of construction of a linear facility;
i) a list of the main types of construction and installation work, critical structures, sections of engineering and technical support networks that are subject to inspection with the preparation of appropriate acceptance certificates before carrying out subsequent work and installing subsequent structures;
j) indication of places to bypass or overcome natural obstacles and barriers, crossings on water bodies using special means;
k) description of technical solutions for the possible use of individual sections of the designed linear facility for construction needs;
l) a list of measures to prevent hazardous engineering-geological and man-made phenomena and other hazardous natural processes during construction;
m) a list of measures to ensure safe traffic at a linear facility during its construction;
o) justification of the construction needs for personnel, housing and social services for personnel involved in construction;
n) justification for the accepted duration of construction;
p) description of design solutions and a list of measures to ensure the preservation of the environment during the construction period;
in the graphic part
c) a situational plan (scheme map) of the area indicating the layout of the route and its starting and ending points, as well as drawing the transport network along the route and indicating the locations of construction logistics organizations, settlements, transshipment stations, river and sea ports (berths), permanent and temporary roads and railways and other routes for transporting equipment, structures, materials and products, indicating communication lines and power lines used during the construction and operation of the linear facility;
r) a plan of the right-of-way indicating the buildings, structures and structures existing in the right-of-way, those being erected and subject to demolition, including service and technical buildings, settlements and individual buildings along the routes (along the route of the linear facility), as well as drawing the boundaries of deforestation areas, land plots temporarily allocated for the construction period, and indicating storage areas for materials and products, and construction assembly sites;
y) organizational and technological diagrams reflecting the optimal sequence of construction of a linear facility indicating the technological sequence of work.
39. Section 6 “Project for organizing work on the demolition (dismantling) of a linear object”, included in the design documentation if it is necessary to demolish (dismantle) a linear object or part of a linear object, must contain the documents and information specified in paragraph 24 of these Regulations, and, In addition, the text part contains a list of design solutions for the installation of temporary utility networks for the period of construction of a linear facility.
40. Section 7 “Environmental Protection Measures” should contain:

a) results of environmental impact assessment;
b) a list of measures to prevent and (or) reduce the possible negative impact of the planned economic activity on the environment and the rational use of natural resources for the period of construction and operation of the linear facility, including:
measures to protect atmospheric air;
measures for the protection and rational use of land resources and soil cover;
measures for the rational use and protection of water and aquatic biological resources on rivers and other water bodies crossed by a linear facility;
measures for the rational use of common minerals used in construction;
measures for the collection, use, neutralization, transportation and disposal of hazardous waste;
measures to protect the subsoil and continental shelf of the Russian Federation;
measures to protect flora and fauna, including:
measures to preserve the habitat of animals, their migration routes, access to fish spawning grounds;
information about the storage locations of plant soil dumps, as well as the location of quarries, soil reserves, cavaliers;
a program for industrial environmental control (monitoring) of the nature of changes in all components of the ecosystem during the construction and operation of a linear facility, as well as in case of accidents in its individual sections;
a program of special observations of a linear object in areas exposed to hazardous natural influences;
design solutions and protective devices that prevent
animals entering the territory of electrical substations, other buildings and structures of a linear facility, as well as under vehicles and operating mechanisms;
c) list and calculation of costs for the implementation of environmental protection measures and compensation payments;
in the graphic part
d) a map diagram indicating the location of a linear object and the boundaries of zones with special conditions for the use of the territory, habitats of animals and plants listed in the Red Book of the Russian Federation and the red books of the constituent entities of the Russian Federation;
e) a map diagram of the boundaries of zones of environmental risk and possible pollution of the environment due to an accident at a linear facility.
41. Section 8 “Measures to ensure fire safety” should contain:
in the text part
a) description of the fire safety system for the linear facility and the buildings, structures and structures that ensure its functioning, designed as part of the linear facility;
b) characteristics of the fire hazard of technological processes used at the linear facility;
c) description and justification of design solutions ensuring fire safety of a linear object (fire safety distance from the axis of the route to populated areas, industrial and agricultural facilities, forests, distance between routes of linear objects laid parallel to each other, intersection with routes of other linear objects, installation of security zones);
d) description of design solutions for the placement of a linear facility, including buildings, structures and structures within it, ensuring fire safety of the linear facility (fire distance between buildings, structures, external installations, free-standing tanks with oil and petroleum products, compressor and pumping stations etc., design solutions for external fire water supply, driveways and entrances for fire fighting equipment);
e) description and justification of space-planning and structural solutions, the degree of fire resistance and the class of structural fire hazard, the limit of fire resistance and the class of fire hazard of building structures that ensure the functioning of the linear object of buildings, structures and structures designed and (or) located as part of the linear object;
f) a list of measures to ensure the safety of fire departments when extinguishing a fire;
h) a list of equipment subject to protection using automatic fire extinguishing installations and automatic fire alarm systems;
i) description and justification of technical fire protection systems (automatic fire extinguishing systems, fire alarms, warning and management of evacuation of people in case of fire, internal fire water supply, smoke protection), description of the placement of technical fire protection systems, their control systems, as well as the method of interaction with engineering building systems and equipment, the operation of which during a fire is aimed at ensuring the safe evacuation of people, extinguishing the fire and limiting its development, as well as the operating procedure of technical systems (means) for the operation of automatic fire extinguishing systems and fire equipment (if such systems are available);
j) description of technical solutions for fire protection of technological units and systems;
k) description of organizational and technical measures to ensure fire safety of a linear facility, justification of the need to create a fire protection system for the facility, calculation of its required forces and means;
l) determination of fire risks threatening the life and health of people, destruction of property (calculation of fire risks is not required when fulfilling the mandatory fire safety requirements established by technical regulations, and voluntarily fulfilling the requirements of regulatory documents on fire safety);
in the graphic part
m) diagrams and plans specified in subparagraphs “n” and “p” of paragraph 26 of these Regulations.
42. Section 9 “Estimate for construction” and section 10 “Other documentation in cases provided for by federal laws” must contain the documents, information and calculations specified respectively in paragraphs 28-31 and paragraph 32 of these Regulations.

7. When considering an appeal, disclosure of information contained in the appeal, as well as information relating to the private life of a citizen, is not permitted without his consent. Information about applicants’ personal data is stored and processed in compliance with the requirements of Russian legislation on personal data.
8. Appeals received through the site are summarized and presented to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections “for residents” and “for specialists”

MINISTRY OF REGIONAL DEVELOPMENT OF THE RUSSIAN FEDERATION
The Ministry of Regional Development of the Russian Federation, in accordance with numerous requests, as well as in accordance with paragraph 2 (hereinafter referred to as the Regulations), reports.
Instructions on the procedure for the development, coordination, approval and composition of documentation for the construction of enterprises, buildings and structures (SNiP 11-01-95), approved by Resolution of the Ministry of Construction of the Russian Federation of June 30, 1995 N 18-64 with the entry into force of the said Resolution not subject to application. Also not subject to application is the Procedure for the development, coordination, approval and composition of justifications for investments in the construction of enterprises, buildings and structures (SP 11-101-95), approved by Resolution of the Ministry of Construction of Russia dated June 30, 1995 N 18-63.
Unlike previously valid regulatory documents, the Regulations do not provide for staged design: “feasibility study”, “project”, “detailed design”, but use the concepts “project documentation” and .
Taking into account the fact that the Decree of the Government of the Russian Federation "On the procedure for organizing and carrying out design documentation and the results of engineering surveys" dated March 5, 2007 N 145 provides for the procedure for conducting an examination of documentation developed within the scope of the "design documentation" stage, the customer must prepare it in accordance with the specified provision, and submit it for state examination.
In accordance with paragraph 4 of the Regulations, working documentation is developed for the purpose of implementing architectural, technical and technological solutions during the construction process. In addition, the provision does not contain instructions on the sequence of development of working documentation, which determines the possibility of its implementation, both simultaneously with and after its preparation.
In this case, the volume, composition and content of the working documentation must be determined by the customer (developer) depending on the degree of detail of the solutions contained in the design documentation, and indicated in the design assignment.
According to the Ministry of Regional Development of Russia, with the simultaneous development of design and working documentation according to the customer’s decision and with the consent of the expert organization, all documentation can be submitted for state examination. At the same time, it is recommended that the amount of payment for the state examination of non-residential capital construction projects and (or) engineering survey results be made from the base (in 2001 prices) (working documentation, if it was submitted for examination) and (or) survey work, in the amount of no more values established by the customer when determining the initial (maximum) price of the competition (auction) for the implementation of the specified work.
In connection with changes in the requirements for the composition of sections of project documentation provided for by the Regulations, the Ministry of Regional Development of Russia recommends when determining cost of design work accept the distribution of the base design price, calculated using reference books of base prices for design work, depending on the design stage in the following amounts:
project documentation - 40%
working documentation - 60%.
Depending on the specifics of construction projects and the completeness of the development of design and working documentation, the recommended ratio of the base design price can be adjusted by agreement between the design contractor and the customer.
In addition, if the design assignment provides for the simultaneous development of design and full or partial development of working documentation, then the total percentage of the base price is determined by agreement between the customer (developer) of construction and the person preparing such documentation, depending on the architectural, functional, technological, constructive and engineering solutions contained in the design documentation, as well as the degree of their detail.
In pursuance of paragraph 6 of the Regulations, an order has been prepared by the Ministry of Regional Development of Russia to approve the rules for the execution and design of text and graphic materials included in the design and working documentation, which is being registered with the Ministry of Justice of Russia.
Before the said Order comes into force, the execution and execution of text and graphic materials included in the design and working documentation is recommended to be carried out using previously adopted standards of the Design Documentation System for Construction, standards of the Unified System of Design Documentation to the extent that does not contradict the legislation of the Russian Federation on technical regulation, legislation of the Russian Federation on urban planning activities.
