Flood in Novokuznetsk 2015 - water level 785 cm
The largest flood in recent times occurred on the Tom River near the city of Novokuznetsk in April 2015. On April 26, a difficult hydrological situation developed in the city; all operational services, including the Ministry of Emergency Situations, were put on high alert. The water in the Tom River has exceeded the dangerous level, which is 620 cm and is approaching the level of 785 centimeters at the water gauge. The situation was complicated by the possibility of a further rise in water to a critical level of 840 cm, upon reaching which there was a possibility of water overflowing over the dams.

Today, the Novokuznetsk authorities reported that Abagur, Forshtadt, and Pritomsky are in the potential danger zone. According to forecasters, unstable weather with rising temperatures and precipitation will continue in the next 24 hours.

Low air temperatures in the north, warm days in the south. Over the past 24 hours, the water level has risen by one meter in some places. The situation is most stable in Mezhdurechensk. Here Tom gained only 11 centimeters. But already at the gauging station in Krapivino, the water level has increased by one and a half meters.

This year the flood was calm. Large ice jams were blown up. The water level did not exceed critical levels. However, the incidents were recorded. Over the weekend, a car went under water in Mezhdurechensk. The unlucky driver decided to ford across the Tom River. And there were victims here.

Some general information
It originates at the Abakan Pass, or to be more precise, in the Khakass Autonomous Region (Krasnoyarsk Territory). It is curious that here, among the rocks, it behaves like a real mountain river: seething streams of cold water every now and then crash into sharp stones, raising huge foam into the air.
She calms down a little the moment she passes the Kuznetsk Basin. Even lower, such a metamorphosis occurs, after which you cannot say that this is the same Tom (river). The map shows that this is happening on the border with the Tomsk region. It is here that it becomes a full-fledged plain river.
Average water level in the Tom River
The total length of the river is 827 km. Consequently, it is quite difficult to give general information about exactly what water level is in the Tom River. It is considered to be statistically average. In general, water level fluctuations are about 8 meters.
The water level reaches its minimum at the end of February. However, with the arrival of April, when the sun begins to melt the ice and snow, it rises sharply. Often this phenomenon occurs without noticeable complications for residents of coastal zones, but there are exceptions.
In general, in summer the water level fluctuates between 2-3.5 m. The peak of floods occurs at the end of April-beginning of May. During this period, average values increase by 5-6 m. If this value reaches 7-8 m, then there is a possibility of flooding of the coastal zone.

Thus, according to scientists, the water level in the Tom River significantly exceeds the norm once every five years. However, in recent years, such cases have occurred much more often than usual. The last flood was recorded in April 2015.
In Novokuznetsk, the water level rose to 6.9 m, which is 65 cm above the safe threshold. A similar trend was observed in other cities lying on the coast of the Tom River. For example, in Belogorsk, where the safe mark is 3.2 m, the water level rose to 4.3 m.
Tom originates on the western slope of the Abakan ridge at the foot of Mount Sak-Toiga. The length of the river is 798 km, the basin area is 61.03 thousand km 2 - the 7th largest tributary of the Ob in terms of basin area and the 9th longest tributary of the Ob. Main tributaries: Usa, Lower Ters, Middle Ters, Upper Ters, Taydon (right), Mras-Su, Kondoma, Unga (left).
The upper part of the basin is a mountainous country. Near the city of Mezhdurechensk, the river enters the Kuznetsk Basin, crosses the Kolyvan folded region, and in its lower reaches flows within the Kolpashevo depression, which occupies the southeastern edge of the West Siberian Lowland. In the area of Tomsk there is a well-defined boundary between the geological structures of the Kolyvan-Tomsk zone and the West Siberian lithospheric plate.
In the upper reaches, the river flows through a narrow valley, has a rapids bed, and on rocky rifts the depth does not exceed 35 cm. Within the Kuznetsk Basin, the valley expands, a floodplain 2–3 km wide appears, and the river takes on the features of a flat stream. From Novokuznetsk to Tomsk (515 km) the main banks of the river are cliffs 100 m high. The river bed is incised with deposits of pebble material. Current speeds reach 3 m/s. Closer to Tomsk, the river bed becomes wide-floodplain, with depths on the rifts of 0.4–0.6 m, and in the reaches - up to 10 m. The average slope of the riverbed is 0.24‰. The channel is divided into numerous branches and floodplain channels.
Turbidity of water in the river. Tomi: average 174 g/m 3, maximum 260 g/m 3. Sediment runoff near Tomsk: suspended – 3.4, transported – 0.43 million tons/year. According to the chemical composition, the river waters belong to the hydrocarbonate class and calcium group, and are characterized by low mineralization (100 mg/l or less). The river waters are polluted by industrial wastewater.
The Tom River used to be navigable from the mouth to the city of Novokuznetsk, now - from the mouth to the city of Tomsk. In the Tomsk region, gravel and pebbles are extracted from the riverbed. This led to a drop in water levels by almost 2.5 m, degradation of floodplain landscapes, and exposure of a rocky threshold in the river bed. Rock paintings (Tomsk pisanitsa) of an ancient man were discovered on the banks of the river; There are a large number of geological natural monuments.

And the urban settlement of Novokuznetsk, which subsequently absorbed it, was formed by the Soviet authorities from the factory village of Sad-Gorod. Nowadays, Novokuznetsk is a large industrial city, a center of metallurgy and coal mining in Kuzbass. The developed infrastructure of Novokuznetsk includes many social institutions, scientific and educational centers, trading and manufacturing enterprises, entertainment venues and cultural facilities. The bulk of urban development dates back to the Soviet period. However, the historical part of Novokuznetsk contains a magnificent architectural ensemble of the 18th-19th centuries. The Boulevard of Heroes with its memorial complex, as well as the stone building of the district school and the treasury building, made in the architectural tradition of the Siberian Baroque, are especially attractive. Another unique architectural monument is the defensive structure of the 19th century - the Kuznetsk Fortress, built by Paul I, which is now a cultural heritage site of federal significance and an open-air museum. Not far from the fortress there is a picturesque natural area - Waterfall Stream. The most important cultural and educational institutions of Novokuznetsk are the Museum of Local Lore - the oldest and one of the largest museums in Kuzbass and the region, presenting a rich exhibition of objects of historical and cultural heritage and exhibits of the natural world of the Kuznetsk region. As well as the city Art Museum, which houses magnificent works of fine and applied art, sculpture and iconography. Among other cultural institutions of Novokuznetsk, it should be noted the State Drama Theater, which is the oldest theatrical institution in Kuzbass, awarded many state awards and presents a wide variety of performances for adult and children's audiences.
