1. The submission is drawn up on a standard form, signed by the commander (chief) of the military unit from the regiment commander, separate battalion, equal and superior to them and is sent through personnel authorities to in the prescribed manner commander (chief) who has the right to make decisions on this issue. The classification of secrecy is determined depending on the content of the submission.
2. Section I “Information about the subject” indicates:
a) the full military rank, without abbreviations, that the serviceman has and for which he is applying for assignment. In the case of a serviceman being submitted for re-certification to an equal military rank or for reinstatement to a previous military rank, this after the military rank that should be assigned is indicated accordingly: “in the order of re-certification” or “in the order of restoration to a military rank”;
b) the military position that the serviceman holds and for which he is applying for appointment, the full name of these military positions by state, when and by whom they were approved, the corresponding military specialty, military rank by state, tariff category;
c) date, month and year of birth;
d) service in the Armed Forces - the month and year of the beginning of military service; if there were breaks in military service, then all periods of military service are recorded sequentially, indicating the month and year of entry into military service and discharge. For officers called up from the reserve for 24 months, after the month and year of the start of military service it is indicated: “on conscription for 24 months”;
e) the date of conclusion of the contract and for what period it was concluded (indicating the end date of the contract);
f) education (what educational establishments graduated and in what year);
g) participation in hostilities, received wounds, concussions;
h) conclusion on the latest certification;
i) the serviceman’s personal number and code (upon dismissal from military service).
3. Section II “Grounds for submission” indicates:
a) when nominating a serviceman for conferment of the military rank of senior officer - a brief description of business and moral-psychological qualities of a military man, vocational training, the degree of mastery of responsibilities for the position held military position, personal contribution and achieved results in increasing combat and mobilization readiness, strengthening military discipline and law and order in the military unit in which he is serving, and the state of the work area for which he is responsible.
The submission for the assignment of the next military rank ahead of schedule or one step higher than the military rank provided for by the state for the military position held, also indicates for what specific merits or performance indicators the serviceman is being presented for assignment of a military rank, and the length of military service in the main military positions;
b) when nominated for appointment to a military position - in what order is submitted for appointment: nominated to a higher military position, appointed to an equal military position or to a lower military position. Characteristics of the business and moral-psychological qualities of a serviceman, professional training, the degree of mastery of duties in the military position held, personal contribution to the achieved results in increasing combat and mobilization readiness, strengthening military discipline and law and order, preventing losses, shortages, damage and theft of military property in the unit (military unit) commanded, or the state of the work area for which he is responsible, personal level physical fitness. Reason for appointment to an equal military position or a lower military position. Grounds for transfer to another military unit (formation, association, branch (branch) of the Armed Forces of the Russian Federation). Conclusion of the Military Military Commission, if a serviceman is proposed for transfer due to the state of his health or the health of his family members. Other data that must be reflected in cases of transfer to a new place of military service (length of service in the Armed Forces, tariff category, etc.). Who talked with the represented serviceman and his personal attitude towards the appointment (transfer);
c) when presented for dismissal from military service:
clause and article of the law under which a serviceman is presented for dismissal, on the right to wear military uniform clothing and insignia;
length of service in the Armed Forces: the number of years, months and days of total length of service and length of service in the preferential calculation (drawn up and executed in the prescribed manner), the date of the calculation and by which financial and economic body it was compiled. In relation to military personnel entitled to a pension taking into account training in a civilian educational institution vocational education, the number of years of study in this institution is also indicated, and in relation to military personnel entitled to a pension based on their length of service, the number of years of work experience is indicated. If a serviceman does not have length of service entitling him to a pension, the length of service calculated by the headquarters of the military unit or the personnel authority and the date as of which the length of service was calculated are indicated, without calculating the length of service for a pension;
degree of suitability for military service - when and which military military commission was examined, when and which military military commission approved the sickness certificate, its number, the wording on fitness for military service from the approved sickness certificate. If a soldier is on medical examination was not sent, the reason is indicated;
provision of housing according to standards housing legislation(if necessary, registration address, size may be indicated total area residential premises occupied by a military personnel and members of his family, the number of people registered at this address);
his consent to dismissal from military service with remaining on the waiting list for receiving residential premises (improving living conditions) or his consent to receiving residential premises or improving living conditions in his chosen permanent place residence, if the serviceman is not provided with living quarters in accordance with the norms of housing legislation;
when and by whom the conversation about dismissal was carried out, whether the serviceman was familiar with the calculation of length of service, his attitude towards dismissal;
information about registration for military registration: name of the military commissariat of the region, city (without regional division); a city with a district division; subject of the Russian Federation;
incentive measures - petitions for the right to wear military uniforms (taking into account the requirements of Article 34 of the Regulations), declarations of gratitude, etc.;
special motives and grounds for dismissal under subparagraphs “c”, “d”, “e”, “f”, “g”, “h” of paragraph 1, paragraphs 2, 3, 6 of Article 51 of the Law, characterizing the data and circumstances, are not reflected in the attached certification, confirming the need for dismissal under these points and articles.
4. B section III“Conclusions of direct superiors” are sequentially entered into the conclusions of commanders (superiors), where their agreement or disagreement with the submission is indicated. If the direct commander (chief) disagrees with the submission, a reasoned conclusion is given. Subsequently, the submission is agreed upon in accordance with the established procedure. The final decision on the submission is made by executive, having the right to issue the appropriate order.
In the submissions considered at the military councils, after the conclusion of the relevant commander-in-chief, the commander, the following entry is made: “Considered and approved at the military council ______________, protocol No. _______ dated “__” __________ 20__.”
Commanders (chiefs) who sign submissions, as well as give opinions on them, take into account the opinions of the authorities educational work, headquarters and relevant services.
5. In Section IV “Decision on Representation,” the personnel body records the decision (order) on the presentation made by the commander (chief) to whom this right is granted.
6. In Section V “Notes on registration of a document”, the office management authorities make sequential entries after checking the compliance of the security classification assigned to the document with the content of the information contained in it.
When sending multiple submissions, they are sent with a covering letter.
Upon arrival at the duty station you must:
IN full dress uniform clothes, introduce yourself to the commander of the military unit, his deputies, as well as your immediate superior;
Stand up for all types of allowance and resolve personal household issues (housing, food, etc.) with your immediate superior;
Understand the procedure and deadlines for receiving cases and positions established by the senior commander (chief);
Explore your functional responsibilities according to the accepted position;
Study the scope of work, tasks solved by the department, governing documents, technical and educational documentation;
Get acquainted with the personnel of the receiving unit.
The procedure, deadlines for accepting (submitting) cases and positions are determined by order of the unit commander (UVS, art. 85-89).
If the acceptance and delivery of cases and positions are carried out personally by the person receiving and handing over, then they submit a report upon command to the unit commander about the acceptance and delivery of cases and positions.
At the time of his report, the person accepting the position presents an act of acceptance of the unit.
The act is drawn up and signed by the person accepting and handing over the position.
For the reception and delivery of cases and positions of the head of a service, department, workshop and other units with large volumes of weapons and military equipment, ammunition and other material resources a commission may be appointed by order of the unit commander.
In this case, the acceptance and delivery of cases and positions are carried out according to calendar plan, developed jointly by the person accepting and passing the case and position and the chairman of the commission. The plan is approved by the commander (chief) of the person accepting the position.
Acceptance of cases and positions is carried out personally by the recipient from the submitter in the presence of the commission.
The results of the work are documented in an act, which is signed by the chairman and members of the commission, as well as by the person giving up and accepting the position.
The act reflects:
The staffing of the service (department, workshop) with personnel, the state of military (labor) discipline and combat training (technical training), combat readiness;
Availability, quality and technical condition weapons and military equipment and other material assets, both current allowance and emergency reserves, conditions of their maintenance and storage, quality of accounting;
The state of housing and living conditions of military personnel (RA employees);
Other issues determined by the specifics of the organization and the nature of production activities;
Conclusions and offers.
Attached to the act are statements of the availability and quality condition of weapons and military equipment, ammunition, material resources, as well as explanations of the handing over case and position about the reasons for the formation of shortages, surpluses and the presence of shortcomings in the work.
At the end of the commission’s work, the person accepting and handing over the case and position submits a report at the command of the unit commander on the acceptance and handing over of the position. The chairman of the commission submits the act and statements for approval to the commander (chief).
The management of the service (department, workshop) until the end of acceptance and delivery of cases and positions is carried out by the handing over. The issuance of weapons, equipment, ammunition, and material resources during this period is carried out only with the knowledge of the receiving case and the position and chairman

The traditions of officers are unshakable rules, an accepted spiritual code of conduct and a lifestyle passed down from generation to generation, protected and supported by strict compliance with the requirements set out in it.
Officer traditions require compliance with the following rules:
Recognition by the society of officers of responsibility for the actions of each of its officers, which, of course, does not detract from the responsibility of the officer himself for what he has done;
The requirement for officers to coordinate their actions, behavior and lifestyle with the requirements of officer ethics and the code of officer honor:
Solidarity in defending the honor of the uniform, the dignity of the officer’s rank and the demands of justice in relation to members of the corporation;
The inadmissibility of disclosing facts that took place among officers;
Elimination of slander, gloating in assessing the behavior of other officers, manifestations of dishonesty, etc.;
Fidelity to the word, promise, oral statement, readiness to fulfill the promised and unconditional fulfillment of the obligations assumed;
Observance of external signs of decency, camaraderie and rank, especially in civil society, in public places;
The readiness of each member of the corporation of officers to come to the aid of a comrade in need, even without a formal request;
Showing sincere sympathy for those who have suffered grief, misfortune, failure, etc.
Self-criticism, as a specific quality necessary in an officer environment, is required due to the fact that many people more often notice the shortcomings of others and do not see them in themselves. Such imbalance naturally creates fertile ground for conflicts, quarrels and misunderstandings (1752).
The law of decency says: “Do not dishonestly expose the weaknesses of your neighbor in order to exalt yourself. Do not reveal his misdeeds and errors in order to show off your own advantage on his account” (1796).

When introducing themselves to their immediate superior, military personnel state their military position, military rank, last name and reason for the introduction.

The procedure for holding an officer meeting with the agenda “Assignment of the next military rank”
1. An officer who has been awarded the next military rank is obliged to:
Designate the place and time of the officer meeting and the uniform (preferably casual, but if the officer is a high-ranking commander or immediate superior, then subordinates can wear full dress as a sign of respect);
Invite to the meeting the officers you wish (your immediate superior and the officers of your structural unit- undoubtedly);
Appoint a moderator for the meeting (preferably an officer of a lower military rank and, if possible, a light drinker);
Arrive half an hour before the appointed time at the appointed place in full dress uniform (epaulets and stars - according to the military rank in which the officer served before being assigned the next rank);
Check the menu layout, food output, brew, availability of dishes (and definitely a cut glass), spoons, forks, table settings;
Upon arrival of the officers of your unit and other officers - meet them, while showing them where the places for smoking, shoe cleaning, washing, etc. are located;
Upon arrival of the commanders, give the command from the unit commander and above: “Comrade officers!” and report: “Comrade Colonel! The officers of such and such a unit have been assembled for an officer meeting. The commander of such and such a unit (position) is Lieutenant Colonel Ivanov”;
Accompany the chief to the place of honor at the head of the table and give the command: “Comrade officers! Please come to the table”;
Take a seat to the right of your immediate superior.
2. Officers arriving at an officers’ meeting are required to remain silent and always be ready for action.
3. The immediate superior of the officer who has been awarded the rank is obliged (if there is no more senior commander or superior):
Check the availability of a cut glass, accessories (stars), alcoholic beverages and the health of your subordinate;
In the ensuing silence, pour your subordinate a full glass of vodka (!) with your own hands, and lower the stars into it according to the assigned rank.
4. The officer who has been awarded the rank takes a combat stance, raises his glass to chest level and reports: “Comrade Colonel! Comrade officers! The commander of such and such a unit (position) is Lieutenant Colonel Ivanov. I introduce myself on the occasion of conferring the next military rank of Colonel on me.”
Having drunk the vodka to the bottom, he puts the glass down, takes the stars out of his mouth, takes a drill stance and reports: “Colonel Ivanov.”
The commander announces: “Our regiment has arrived! Get your uniform in order.” At this command, two officers of a lower rank screw one next star onto both shoulder straps directly on the officer’s shoulders, then each of the officers present at the celebration personally pours vodka (!) into his glass exactly as much as he respects and honors the “newly baked” colonel. Everyone drinks the first toast randomly, clinking glasses and drinking to the bottom (but without toasts or comments).
The second toast of congratulations is given to the boss.
The third toast is also announced by the chief: “Comrade officers! For those who are not with us.” The officers drink silently, standing, without clinking glasses, to the bottom. Next, the chief transfers the right to conduct the officers’ meeting to the presenter.
He provides the fourth toast (collective) to all officers in the military rank in which the hero of the occasion previously belonged. They take turns characterizing the officer, presenting complaints and claims, if any, announcing shortcomings that need to be eliminated and prevented in the new rank and make a conclusion whether they will release him to a new quality or not. After this, the officer who has held the rank the longest announces a collective decision and proposes a toast: “Release the lieutenant colonels from the team.”
The fifth toast (collective) is given to all officers of a military rank equal to the new rank of the hero of the occasion. They take turns characterizing the officer, presenting complaints and claims, if any, announcing shortcomings that need to be eliminated and prevented in the new rank and make a conclusion whether they accept him in the new capacity or not. After this, the officer who has held the rank the longest announces a collective decision and proposes a toast: “Admit colonels to the team.”
Note:
1. If the officer who has been awarded the rank is a non-drinker, he is allowed to replace vodka with low-alcohol drinks. For others present, vodka can be replaced with other drinks only after the third toast.
2. A number of stars is thrown into the glass, corresponding to the number of stars according to the assigned rank, placed on one shoulder strap (due to the fact that the junior rank, when giving the honor, stands in front on the right or left and always distinguishes the rank by one shoulder strap on the superior’s uniform).
3. The procedure for holding an officer meeting with the agenda “Appointment to a higher position” is carried out at the request of the rank receiving it. The meeting is held according to a similar scenario to “Awarding the next military rank,” with the exception of throwing stars into a glass.
4. It is mandatory to hold an officer meeting with the agenda “Awarding an order or medal.” The meeting is held according to the scenario “Assignment of the next military rank.”

Abridged version

I introduce myself on the occasion of my being awarded the next military rank of “Colonel”! All instructions from inspectors (inspectors) or military personnel performing individual official assignments from senior commanders (chiefs) are transmitted through the commander of the military unit. The named persons are obliged to inform the commander of the military unit (unit) about the results of the inspection (check) or the fulfillment of the official assignment assigned to them.
Military salute
When a superior or senior addresses individual military personnel, they, with the exception of the sick, take a military stance and state their position, military rank and surname. When shaking hands, the elder shakes hands first. If the elder is not wearing gloves, the younger one takes off his glove before shaking hands. right hand. Military personnel without a headdress accompany the handshake with a slight tilt of the head.
54. When greeted by a superior or senior (“Hello, comrades”), all military personnel, in or out of formation, respond: “We wish you good health”; if the boss or senior says goodbye (“Goodbye, comrades”), then the military personnel answer: “Goodbye.” At the end of the answer, the word “comrade” and military rank are added without indicating the type of military service or service.
