All traumatic weapons are classified as civilian by Federal Law No. 150-FZ of December 13, 1996, since their main purpose is self-defense. A traumatic weapon means any firearm, as well as a barrelless weapon, the cartridges of which have a traumatic, gas, or light-sound effect. Such weapons must not only be of domestic production, but also comply with all legal standards.
Depending on the type and type of impact, all traumatic weapons are conventionally divided into the following types:
- acoustic;
- using shock and physico-chemical factors;
- acting through electric current;
- using biotechnical and biological effects.
There are other classifications, for example, according to the length of the barrel, as well as according to the principle of operation of the powder charge.

What are the requirements for receiving a traumatic weapon?
Traumatic weapons pose a danger to others, which is why in order to register possession of them you must meet the following requirements:
- reaching adulthood;
- availability of a medical report (certificate) giving the right to own a traumatic weapon;
- taking special courses, which require passing an exam;
- the presence of conditions for storage - this fact is established by the district police officer in a special report;
- absence of convictions for crimes that were committed out of direct intent.
In addition, the presence of administrative liability for encroachments on public order or the public administration system in the last 2 years before receiving permission is checked.

Documents and procedure for obtaining a permit for traumatic weapons

This is a general list of reasons that the authorized body may use as a basis for refusing to issue the desired permit. But each case is considered individually, sometimes even a negative attitude towards the applicant’s personality on the part of the police or local police officer can serve as grounds for refusal. Such a decision can be appealed in court.
Step-by-step instructions: how to obtain a license for a traumatic weapon?
The main body that issues weapons permits is the licensing and permitting department at the Internal Affairs Directorate (OLR). Before going to the clinic, it is better to visit the ODR and clarify all the nuances of interest.
Before obtaining a license for a traumatic weapon, you must perform a number of actions in the following order:
- Visit to a medical facility. Passing a medical examination to carry a weapon is similar to the one that drivers undergo for permission to drive vehicles. As a rule, it is paid - about 300 rubles. - a receipt for payment of the state fee for a permit to carry a traumatic weapon;
- direction to the local police officer.
- Taking the test at the training center. At this stage, you need to answer 9 out of 10 questions on the test task. It can be on paper or electronically. To cope with it without problems, you should prepare in advance using the information available on the Internet. The first attempt to pass the test is free, the second one costs money. If the second time is unsuccessful, you will have to attend a course of paid lectures on this topic. After successfully passing the test task, the training center will issue a certificate that must be submitted to the Department of Human Resources. In the preparation process, special attention should be paid to the study of legislative acts:
- Law of the Russian Federation "On Weapons";
- Art. 37-39 and 223-224 of the Criminal Code of the Russian Federation;
- clauses 20.8-20.13 of the Code of Administrative Offences;

- Communication with the local police officer. Since district police officers are very busy people, it is better to find out in advance about their office hours. At the allotted time, you should come to his office for a conversation. According to paragraph 3 of the Instruction “On the organization of rules for the work of internal bodies for control over the circulation of weapons,” all types of weapons, including traumatic weapons, must be stored in safes or metal cabinets. Who has the right to carry a traumatic weapon?
The following people can carry and use traumatic weapons:
- officials;
- military personnel;
- people under state protection;
- people learning to shoot weapons;
- citizens of the country for the purpose of personal defense;
- employees of livestock breeding and industrial institutions whose duty it is to protect certain species of animals from predators and also hunt them.
Also, citizens applying for a license must have reached the age of majority, have no criminal record, not be registered in a psychiatric or drug treatment clinic, have a permanent place of residence and a certificate of completion of special courses on the correct handling of weapons.

The purchase, storage, carrying and use of traumatic weapons without special permission is prohibited by law (is illegal) and imposes criminal liability on the citizen.
It is a non-lethal weapon and you also need a permit to carry it.
Those wishing to purchase a pistol or revolver for self-defense must obtain a license for a traumatic weapon.
Article 13 of the Federal Law “On Weapons” dated December 13, 1996 N 150-FZ states that on the basis of a license with subsequent registration within 2 weeks with the internal affairs bodies, Russian citizens can purchase the following weapons:

To obtain a certificate of completion of weapons handling courses, you must come with a referral in hand to a special training center. It teaches the skills of safe use of trauma for self-defense, studies the shooting of weapons, as well as the features of using optical and collimator sights, laser designators.
The program includes studying:
- theories about the use of weapons,
- shooting techniques,
- safety measures when handling weapons
- legal information on the wearing and use of trauma equipment and the process of obtaining permits for it.
The program also includes training shooting at a shooting range or training ground, designed to ensure that the future owner of a traumatic weapon learns how to handle it in the shortest possible time. Students learn accurate and efficient shooting skills (correct stance, grip of a pistol or shotgun, loading and unloading it, aiming, pulling the trigger), and then apply the acquired skills in practice.
Obtaining a traumatic weapon is impossible without appropriate psychological preparation at the training center. The gun owner must correctly assess the situation, make an accurate decision about the advisability of using the weapon, and concentrate on an effective shot.
The training center also conducts testing, during which you need to answer 9 out of 10 questions correctly. There are also conditions here:
- 1 attempt – free,
- 2nd attempt – paid,
- 3rd attempt - only after completing a course of paid lectures on handling weapons.
If the test is successfully passed, the owner receives the necessary certificate of completion of courses on the safety of carrying, storing and using traumatic weapons.
Next, you need to make an appointment with your local police officer. The policeman will ask a series of questions, after which, together with the future owner of the weapon, he will inspect his living space. This is necessary to assess living conditions and, in particular, storage conditions for traumatic weapons. It must be kept in special safes or metal cabinets. How to obtain a permit for a traumatic weapon without having furniture to store it? No way. This is a mandatory condition for receiving a signed report from the district police officer on checking the storage conditions of traumatic weapons and inspecting the living conditions of its owner.

- sales receipt from the store where the weapon was purchased,
- spent cartridges in special packaging,
- contract for insurance of traumatic weapons,

According to the Federal Law “On Weapons”, permission to carry traumatic weapons must be renewed every 5 years. Repeated courses on handling weapons are not required, nor is it necessary to provide a certificate of completion to the Ministry of Internal Affairs.
Who will not be able to obtain a permit for a traumatic weapon?
The right to purchase and carry a traumatic pistol or revolver cannot be used by:
- Persons under 18 years of age.
- Persons with an outstanding criminal record – depending on the nature of the crime, different expungement periods apply:
- conditionally - after a probationary period,
- the punishment does not involve imprisonment - after 1 year
- crimes of minor and moderate gravity - 3 years after serving the prison sentence
- serious crimes - 6 years after serving a prison sentence
- especially serious crimes - 8 years after serving the prison term.
- Persons who have been brought to administrative responsibility for violating public order (re-applying for a license for such citizens is possible after 1 year from the date of the offense).
- Persons with significant mental and physical disabilities.
