In accordance with the Law of the RSFSR "On the Protection and Use of Wildlife", the Fundamentals of Legislation of the USSR and Union Republics on Leases, the Regulations on Hunting and Game Management of the RSFSR, approved by Resolution of the Council of Ministers of the RSFSR dated October 10, 1960 N 1548, and also in connection with At the request of the executive committees of the Bolotninsky, Zdvinsky, Iskitimsky, Kargatsky, Kolyvansky, Maslyaninsky, Chistoozerny, Chulymsky district Councils of People's Deputies, the board of the Novosibirsk Society of Hunters and Fishermen, and the Novosibirskhota production association, the executive committee of the Novosibirsk Regional Council of People's Deputies decided:
1. To supplement the decision of the regional executive committee dated July 21, 1986 N 451 “On the reassignment of hunting grounds.” To lease hunting lands with an area of 786.8 thousand hectares from the state reserve hunting fund for organizing new and expanding the boundaries of existing hunting farms.
1.1. The Board of the Novosibirsk Regional Society of Hunters and Fishermen should organize new hunting grounds in this area:

3. 4. The production association "Novosibirskhota" conclude agreements with all hunting users for the lease of all hunting grounds assigned to them.
5. The production association "Novosibirskhota", the board of the Novosibirsk regional society of hunters and fishermen, the Councils of the All-Union Public Organization of the Siberian Military District, and the sports society "Dynamo" must conduct hunting in strict accordance with existing legislation.

The climate is sharply continental. Average temperatures in January are from -16 °C to -20 °C, in July from +18 °C to +20 °C. The growing season ranges from 144-148 days in the north to 158-163 in the south. The vegetation is diverse and has a pronounced zonal distribution. Forests occupy 26% of the total area. Among the most common species: fir, spruce, pine, cedar with an admixture of birch, aspen and occasionally larch. In the Barabinskaya Lowland, birch and aspen groves predominate. About 400 plant species grow in the region.
Hunting grounds
- The boundaries of hunting grounds include lands whose legal regime allows the implementation of activities in the field of hunting.
- Hunting grounds are divided into:
1) hunting grounds that are used by legal entities and individual entrepreneurs on the grounds provided for by this Federal Law (hereinafter referred to as designated hunting grounds);
2) hunting grounds in which individuals have the right to freely stay for hunting purposes (hereinafter referred to as public hunting grounds).
- Public hunting grounds must account for no less than twenty percent of the total area of hunting lands of a constituent entity of the Russian Federation.
- Hunting lands can be used for one or more types of hunting.

Almost fifty hunting grounds in the Novosibirsk region will be auctioned off within ten years. The regional authorities expect that after the transfer of land into private hands, the regional budget will gain about 43 million rubles, and the number of cases of poaching will also decrease. Amateur hunters are dissatisfied with the reduction of publicly accessible lands, as a result of which hunting will become inaccessible to rural residents. They sent a letter to the governor of the Novosibirsk region, and are also preparing an appeal to the regional prosecutor's office.
Over two years, the authorities of the Novosibirsk region leased 26 hunting grounds to private owners and received about 26 million rubles for this. In total, by 2025 it is planned to transfer 43 plots of land for private use and earn several tens of millions of rubles for them. Valery Kurulenko, head of the department for regulating the use of wildlife objects of the regional department for the protection of wildlife, told Kommersant about this. Initially, the regional authorities planned to put 45 plots up for auction, but later two of them, located in the Northern District, were assigned to the emerging Vasyugansky Nature Reserve.
The total territory of hunting grounds in the Novosibirsk region currently totals 17.5 million hectares, of which 8.5 million hectares are assigned to hunting users, 7 million hectares are the territory of public hunting lands and 1.4 million hectares are specially protected natural areas. The total area of the plots put up for auction is just over 1 million hectares.
According to the auction documentation posted on the department’s website, land plots are leased to private owners for 25 years. Tenants pay an annual fee for the use of wildlife facilities. Its size is set individually depending on the shooting limit and animal species. Tenants of hunting grounds receive the right to issue permission to hunt animals on their territory. Regional authorities cannot dictate pricing policy, Valery Kurulenko clarified to Kommersant.
According to Mr. Kurulenko, the price of the hunting ground is formed from the fee “for the use of wildlife objects.” The average area of plots put up for auction is 40–60 thousand square meters. m. The most expensive lot of the auction turned out to be the Ilyinskoye hunting farm in the Dovolensky district, sold for more than 5 million rubles. The cheapest lot - a hunting ground in the Chanovsky district - was sold at auction for 10 thousand rubles.
According to the head of the department for the protection of animal life of the Novosibirsk region, Pyotr Goga, the transfer of hunting grounds is “necessary for their further development.” Nikolai Kobylenko, Chairman of the Board of the Novosibirsk Regional Society of Hunters and Fishers, agrees with him. “When a plot has an owner, he tries to preserve its wealth and increase it. Again, there will be fewer cases of poaching,” he noted.
A hunter with 45 years of experience, a resident of the Kuibyshevsky district, Vladimir Nikolaev, claims that “private owners are not building anything, they are only raising prices for vouchers.” “You can’t even get mushrooms, berries, relax, or go fishing. In our area, lakes are also leased,” he says. Another hunter from the Kuibyshevsky district with 50 years of experience, Ilya Kolcherin, believes that after the hunting grounds become private, they will have to pay tens of times more for a hunting permit. “If they want, they will install 3 thousand rubles. for permission. We, ordinary residents, are losing the opportunity to shoot game. Tension among the population is growing,” said Ilya Kolcherin. A hunter with 30 years of experience, Sergei Pankov, called what was happening “legalized poaching.” “They sell those lands that have game, and the residents are left with the most illicit goods. Unless you catch hedgehogs,” he said.
Hunters of the Kuibyshev region plan to stop the transfer of the region's hunting lands to private hands, and also to obtain permission for rural residents to freely engage in hunting, fishing, and collecting wild plants. They made this demand on February 13 at a rally in Kuibyshev, in which more than 400 people took part. The appeal was sent to the governor of the Novosibirsk region. They also intend to ask the prosecutor's office to check the activities of private hunting grounds and the legality of the transfer of land at auction. The regional authorities expect to find a compromise during a working meeting of the committee on agrarian policy, natural resources and land relations of the regional legislative assembly, which will take place on Tuesday, February 28.

The brown bear is found in the taiga forests of the north of the region and the Salair Ridge. In the Novosibirsk region you can find 4 species of the deer family: reindeer, roe deer, elk and deer.
As of the end of 2017, there are more than 130 hunting farms in the Novosibirsk region, providing various services in the field of organizing hunting. On the territory of the region, hunting farms of the Russian Hunting and Fishing Union, the Interregional Military Hunting Society and the Dynamo sports society have been almost completely preserved.
The hunting regime in the Novosibirsk region is determined by the federal ones, taking into account regional characteristics established by the Decree of the Governor of the Novosibirsk Region dated April 13, 2015 No. 69 “On the types of permitted hunting and the parameters of hunting in hunting grounds on the territory of the Novosibirsk region.”
