The Federal Service for Supervision of Transport is responsible for various issues. Which of them are the most relevant at the moment?
Areas of activity that require great attention, regardless of time, are the safety of transportation of citizens and the safety of transportation of dangerous goods. And our responsible task is to exercise control and supervision over strict compliance with the legislation of the Russian Federation. The department issues a license for the right to transport passengers by motor transport equipped for transporting more than eight people, and checks for compliance with licensing requirements. We also monitor international transportation: and this is not only transportation by residents of the republic, but also transit transportation by foreign citizens. Another aspect of the Department’s activities is the issuance of special permits for the movement of vehicles transporting dangerous goods on roads, and certificates of admission to international road transport. Last year we did a tremendous amount of work in this direction: more than two thousand traffic routes were agreed upon. We also monitor compliance with the requirements for the safety of federal roads: M5, M7 and Ufa-Orenburg. We monitor the condition of the road surface, bridges and overpasses, stopping points, and take measures against the appearance of unauthorized exits. And we can say that the roads in the republic are maintained in good condition.
Does the field of passenger transportation always cause a lot of discussion?
Yes, indeed, we are often asked to restore order in the area of allegedly illegal transportation. But the fact is that we don’t have such people in our republic: the carrier either has the appropriate license or carries out passenger transportation activities that have a notification nature. Of course, isolated cases are detected - once or twice a year, but these are most likely private bus drivers who decide to make money. As for entrepreneurs who do not participate in the municipality competition and carry out their activities parallel to official carriers, I think that businesses need to resolve this issue on their own, by increasing the number of buses in their enterprise, or by concluding contractual relations with partners in this area. Relationships within a business require certain regulation on a legal basis. We do not interfere with the work of business structures. They tell us: “You gave the license - you will put things in order.” But everything is fine with the licensee, everything is observed, because concluding an agreement for the route is not a licensing requirement. If a violation is detected, strict measures are applied: appropriate penalties.
What points should passengers pay particular attention to?
Since the beginning of last year, the federal law on compulsory insurance of civil liability of carriers for damage caused to the life, health, and property of passengers during transportation has come into force. The amount of insurance compensation to the victim reaches two million rubles. When boarding a bus, a passenger has the right to make sure that his trip is insured by the carrier. But many people, when using public transport, do not even think that their life and health may not be insured.
What to do if a passenger has complaints against carriers?
Unfortunately, passengers still have to deal with careless drivers who are rude to them and drive dirty buses onto their routes. The carrier is obliged to provide safe and high-quality services, issue a ticket, and inform about the licensee and insurer. A citizen has the right to choose: not to get on the bus or to interrupt the trip if something does not suit him. How to instill responsibility in every driver and passenger?
Painstaking explanatory work, control, and in some cases administrative penalties, for example, fines, the amount of which should be determined both by the nature of the offense and the identity of the perpetrator. After all, it’s one thing to go on a route on a dirty bus, another thing is the lack of seat belts on it. Therefore, the size of the fine should encourage you to adjust your activities in accordance with the requirements, standards and norms of the law. And you know, the trend towards this in the last few years has been very positive. A small example: over the past five years, the number of gazelles has significantly decreased, while at the same time the number of comfortable foreign-made minibuses has increased. Renewing the vehicle fleet is one of the factors that indicates changes for the better in the approach of businessmen in this area, in ensuring safety and the quality of service provision. Awareness and reasonable observance of our rights and obligations, awareness of responsibility for the consequences of our activities will lead us all to the creation of a cultural, socially active and law-abiding society.
For reserve colonel Sergei Merezhko, the outgoing year of 2007 will remain memorable for the rest of his life, because it was then that the regional branch of the Russian Club of Orthodox Patrons (RCPM) for the Republic of Bashkortostan was formed in Ufa, which he headed. And this happened against the background of the celebration of the 450th anniversary of such a historical event as the voluntary annexation of Bashkiria to Russia. However, first things first...
Life's twists and turns
Exactly 40 years ago, a boy was born in Orenburg, named Sergei - in honor of his heavenly patron, abbot of the Russian land - St. Sergius of Radonezh. True, in those unkind times for Orthodoxy, the family preferred not to mention this out loud. And only when the boy was 7 years old, his great-grandmothers Matryona and Evdokia baptized him in the church, and the priest himself became godfather.
“In those years, I had a childishly naive attitude towards faith, nevertheless - it’s difficult to explain - I always felt that the Lord did not allow this thin thread to break in my soul,” says Sergei Nikolaevich. - After graduating from school, I entered the Orenburg Higher Anti-Aircraft Missile School and graduated in 1988 with the rank of lieutenant. My position was called platoon commander - teacher, and I began to train specialists for air defense troops at the training center.
Gradually, the sprouts of faith in the soul of the young officer began to strengthen. One day, while harvesting, an unpleasant incident occurred - a clash between a group of military personnel and civilians. Merezhko, like other officers, was threatened with major troubles, including dismissal from the army. At that difficult moment, the mother of one of the soldiers handed him a piece of paper with a handwritten prayer “Our Father”: “Pray, son, and the Lord will sort everything out.” And indeed, Sergei recalls, everything ended well - without nervous shock and, even more so, without any legal consequences. This was truly help from above, which forced the officer to think more and more seriously about the spiritual power of Orthodoxy. He began going to church and then consciously put on a cross on his body.
The collapse of the Union was approaching, and Sergei, by the will of fate, moved to Ufa, where he continued his service. In 1992, a tax police began to be created in the Bashkir capital. The Tax Investigation Department, where Captain Merezhko was sent, was created from seconded officers from the KGB, the Ministry of Internal Affairs and the Armed Forces. At first, he served in the physical protection unit, in the anti-corruption department, as an investigator, then as an investigator for particularly important cases (at that time he was already studying in absentia at the Faculty of Law of the Bashkir State University).
“I was interested in working in law enforcement,” notes Sergei. - And in 1999 I was appointed head of the legal department of the tax police of the Republic of Bashkortostan. And three years later I was invited to work at the Federal Treasury, and I retired as a lieutenant colonel based on my years of service. I worked there for a year, and again there was a sharp turn - I ended up in the Ministry of Justice of the Russian Federation and again returned to the “epaulets”. I am very grateful to fate that on my life’s journey I met such a wise teacher and mentor as Lieutenant General Engels Varisovich Kulmukhametov, the former chief of the Bashkir tax police. At that moment he worked as the chief federal inspector for the Republic of Bashkortostan. And for the past four years, I have been his chief legal adviser on a voluntary basis.
Such a serious and responsible school of life taught Merezhko a lot. Last year he received the rank of colonel, and in mid-2007 he made a radical decision - to retire in order to devote himself entirely to work in the regional branch of the Russian Club of Orthodox Patrons that had just opened in Ufa.
What is a philanthropist?
“Everything happened by the will of God,” says Sergei Nikolaevich. - Chairman of the Board of the RCPM Andrei Poklonsky asked me to assist in obtaining the blessing to open the Bashkir branch of the club from Archbishop Nikon of Ufa and Sterlitamak. During our meeting, I turned to Vladyka with a request from the club to also recommend someone for the position of chairman of the branch. “I don’t have any other candidates except you,” he suddenly said. I won’t hide it - I was inspired (after all, deep down I wanted the same thing!) and asked him to bless me to leave public service and direct all my efforts to the development of this project.
Of course, the process of our formation is not easy: in March 2007 we registered. There are not so many members of the branch yet, but a strong core of Orthodox entrepreneurs has already formed. In addition, there is such a thing as a friend of the club. Such people are still taking a closer look at our affairs, carefully making contacts, and one can understand them - most likely, they have already been “burned” by various quick-start funds.
For example, I have a long-time colleague in the army (now he is also in the reserves) - a Muslim by faith. I suggested that he conduct social projects together - after all, children or old people who need help should receive it, regardless of their affiliation with a particular nationality or religion. “Russia is our common home, we have been living on the same land for centuries,” I told him. “So let’s build our house together!”

I can say that recently in Ufa, following the example of the Russian Club of Orthodox Patrons of the Arts, a Club of Muslim Patrons of the Arts was created. Now we have already implemented a joint action. We are talking about a charitable client-oriented training, which was conducted for Bashkir entrepreneurs by representatives of RKPM from Moscow, the best specialists in management consulting. The funds collected from him were immediately sent to help orphans from an orphanage in Blagoveshchensk. Having found out what they specifically needed, we purchased and delivered sportswear and equipment to the children, as well as a chainsaw for their future rafting trips). This action received coverage on local television and on the pages of the republican business magazine “Hype” - its participant and our media partner.
It seems to me that the concept of “philanthropist” should not be understood this way: a certain moneybag came with a tightly stuffed wallet, took out a wad of money, slammed: “Here, buy or build something there!” No, we are not such philanthropists! As for wealthy and wealthy people, we do not ask them for money, we provide them with the opportunity, as was the case with the participants of that same training, to benefit for their company by purchasing a modern intellectual product, introducing modern methods of management and training, and The proceeds are donated to charity.
I believe that a philanthropist is someone who, at the call of his soul and heart, consciously helps people: and he does not necessarily have to be a business person; a person of any profession is capable of bringing benefit - he can support with his administrative resources, rich life experience, intelligence, professional baggage, and, of course, capital.
For example, in the RKPM there is a project “The Gift of God”, which provides support for the most gifted children and the Orthodox education of children in general. How can a modest foreign language teacher or musician help here with their meager salaries? The first can prepare a child from an orphanage with the makings of a future polyglot, the second can work with a musically gifted child. There are many such examples...
We are also joining the work of the diocese in the Orthodox education of children and youth. Last summer we helped set up an Orthodox youth camp near Ufa - we sent its participants on buses, organized some events, including closing the camp with fireworks, gave everyone a jar of Bashkir honey with the club logo and other gifts. Now we dream of renting land ourselves, putting summer houses there and setting up our own camp for children under the auspices of our department.
Specifically - by project
Last summer, on one of the busy streets of Ufa, in the building of a former convent, the “Measured Icon” workshop opened, where everyone can order for their child, themselves or their loved ones an icon of their heavenly patron or any other icon close to their heart. Thus, thanks to the regional branch of the RCPM, one of the club’s priority projects came to Bashkiria.
If we talk about this project as a whole, then during its work the most experienced icon painters, primarily in Moscow and the Moscow region, completely restored the special ancient technique of painting icons and collected the rarest images of saints.
“The revival of Ufa icon-painting traditions is being carried out with the most ardent support of the Moscow workshop “Measured Icon,” notes Sergei Nikolaevich. - We started our project from scratch - we renovated the premises and began looking for craftsmen. Now we already have seven masters along with their students. And people come: Orthodox and, interestingly, Muslims who order measured icons as gifts for the families of their Orthodox friends. We also make wooden crucifixes and icon cases. In principle, we want to unite here all the icon painters of Bashkiria and give new life to our Ural school of icon painting.
Another area of activity of the department is cooperation with the iconostasis workshop at the Holy Cross Church in Ufa. Actually, the workshop itself, headed by Dmitry Molev (now a member of the RCPM), has been operating for seven years; two dozen iconostases made by it decorate churches not only in Bashkiria, but also in other regions of Russia. Recently a wonderful iconostasis was installed in a Nizhny Novgorod church, and now the brothers (as Dmitry calls his work team) are working on orders for Izhevsk and Kemerovo.
“This is an amazing super-project of the club, uniting both the regions of Russia and the Slavic states,” Sergei Nikolaevich admires. - After all, it is aimed at attracting our compatriots to the Church, expanding the “territory of goodness and mercy” through the revival of the tradition of building ordinary (“one day at a time”) churches in Rus'. At the first stage, it is planned to build such a temple in the spring of 2008 just in Kemerovo - the geographical center of Russia, at the second - in the capitals of Orthodox states - Moscow, Kyiv, Minsk, at the third - seven churches are being built on one day in seven federal districts of Russia.
“There is not much time left,” says Merezhko with concern, “and the pilot project we have prepared for Kemerovo (we took the model of a Russian temple from the 8th-9th centuries as a basis) is quite complex.” In the foundation there is an octahedron (one side is 4 meters long), symbolizing the Star of Bethlehem; the height to the cross is 17 meters, the area without the altar is 57 square meters, that is, the temple can accommodate just over 100 people. Now we are working on everything down to the smallest detail, because - don’t forget! - The temple needs to be built in one day.
Of course, all our deeds (even just the opening of the Trapeza cafe in Ufa), adds Sergei Nikolaevich, we do with the blessing of Bishop Nikon - this outstanding shepherd of the Russian Orthodox Church, who during the 17 years of his ministry on Bashkir soil managed to build and restore from ruins many dozens of temples and monasteries.
What does army training give?
Speaking about the future development of the regional branch and the club as a whole, Merezhko notes:
- We intend not to stop there, but with God’s help to move forward, increasing our good deeds. I have already spoken about some of our ideas. We want to show that money is not the most important thing in life. When a person has faith and love for his neighbor, he will succeed.
We must also keep in mind that the Republic of Bashkortostan is a strong region in itself. When I worked in the office of the Plenipotentiary Representative of the President of the Russian Federation for the Volga Federal District and studied the analytics of the development of 15 constituent entities that make up the district, I became convinced: Bashkiria, while developing not quite similar to other regions and continuing the traditions already established here, has dynamic potential. This is a very interesting region for investment. There are good growth prospects, valuable resources, excellent personnel and a strong base for their training. I think that our regional branch of the RCPM has good soil, and the seeds sown in it will bear abundant fruit.
“And yet,” continues Sergei Nikolaevich, “I have often thought about what military training gives a person in our lives today. Many things - from small to great. As a career officer, I am accustomed to greatly value time and to carry out any order or assignment on time and with high quality. And what is the experience in human relationships gained in military service worth? The elbow of a comrade and the willingness to come to the rescue have always been felt in the army, and this brings people together.
The main thing has always been and remains: TO DEFEND THE HOMELAND, and believe me, this is not a pompous slogan. After all, no matter what our country is called - Soviet, post-Soviet - this is the Motherland, which includes an island of your family, your land, your region...
And we will overcome the severe trials sent to us by the Lord under the shadow of Orthodoxy. And a friend is known in trouble - this is also with us. It's all ours. That’s why I love my Motherland and am happy that I live in Russia.
...7-year-old Ivan Sergeevich goes to school, studies martial arts, goes to church, takes communion. And he, like his sisters Zhenya and Zhanna, is proud not only of his father’s army awards, but also of the Order of St. Sergius of Radonezh, III degree, awarded last summer by Bishop Nikon on behalf of His Holiness Patriarch Merezhko Sr. on his 40th birthday.
