L. Gumerova: Forum “Women’s Dialogue”
The international forum “Dialogue of Women. Charity Without Borders”, which was attended by representatives of charitable and public organizations from different continents of the planet: from the United States of America, Great Britain, the Republic of South Africa, Germany, the People's Republic of China, the CIS countries, the Baltic states, as well as 50 constituent entities of the Russian Federation. The meeting of the first day of the forum opened with the touching song “God Give Us!” performed by the famous Russian singer Diana Gurtskaya and a children's choir.
Opening the event, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation Galina Karelova noted that the Ufa forum is being held in connection with the relevance of the topic raised during the Eurasian Women’s Forum “Towards Peace, Harmony and Social Welfare” held in St. Petersburg last September.
Speaking at the plenary session of the forum “Dialogue of Women. Charity without borders”, Head of Bashkortostan Rustem Khamitov noted that charity in the republic is developing increasingly. During the meeting, the Head of the region presented letters of gratitude to four organizations engaged in charitable activities in the republic. Among them are the Fund for Support of Children in Difficult Life Situations, the Elena and Gennady Timchenko Foundation, the Regional Charitable Public Organization “Operation Smile” and the Charitable Foundation for Saving Seriously Ill Children “Life Line”.
Concluding the plenary session, Deputy Speaker of the Upper House of Parliament Galina Karelova presented the Eurasian Women's Forum Award and the Gratitude of the Chairman of the Federation Council Valentina Matvienko to the founder of the charity foundation for blind and visually impaired children “At the Call of the Heart,” Russian singer Diana Gurtskaya. The Eurasian Women's Forum Award symbolizes public recognition of achievements in shaping a modern agenda aimed at sustainable development.
The city of Ufa received the right to host the international forum “Dialogue of Women. “Charity Without Borders” is highly competitive, because many million-plus cities wanted to host this event,” Galina Karelova, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, said in an interview with reporters. - We chose Bashkortostan for several reasons. Firstly, here, in one of the first republics, a law on charitable activities was adopted. For almost all other regions, this is the first experience that can be concretely seen in practice. Secondly, there are a large number of charitable organizations in Bashkiria - more than 300. This is a lot of experience in practice and the implementation of the law, and most importantly - helping people. Thirdly, the republic was one of the first to apply to host the first Eurasian Women’s Forum in 2018.
Within the framework of the forum, which lasted two days, there were discussion platforms and round tables dedicated to the topics “The role of women in the development of humanitarian cooperation”, “Education and charity”, “Charity and culture”, “Sports, art, fashion, culture, art - favorable environment for charitable projects”, “Humanitarian interaction and volunteerism”, “Models of partnership between the state and NGOs”.
As part of the Women's Dialogue, the Bashkir State Opera and Ballet Theater hosted the Ordinary Childhood charity festival with the participation of children with disabilities.
On the second day of the forum, 3 discussion platforms were organized at once in the Congress Hall: “Risk Management of NPOs”, “Social Entrepreneurship” and “Local Philanthropy of National Importance. Local community foundations in Russia.” The moderators and experts of these discussion platforms were the heads of Charitable Foundations in Moscow, Perm and Irkutsk. Representatives of SO NPOs were offered training on how to attract funds from corporate donors during a crisis and training in PR marketing in the social sphere. The moderator of the last master class was the representative of the Markhamat Charitable Educational Foundation Regina Shtyagina, and the speakers were BST TV channel journalist Svetlana Lobanova, bloggers Evgenia Kutsueva and Rais Gabitov.
Master classes and discussion platforms for the two-day event are devoted to current topics in modern society, in particular the problems of large and low-income families and the socialization of children with disabilities. The goal of the forum is to unite the efforts of public organizations and charitable foundations from all over the country and abroad. The initiator is the Chairman of the Federation Council of the Federal Assembly of Russia Valentina Matvienko. The Head of the Republic of Bashkortostan Rustem Khamitov addressed the guests of the forum with a welcoming speech.
International Forum “Dialogue of Women. Charity Without Borders” is a large-scale event not only for the republic, but also for Russia as a whole. It is held for the first time within the framework of the International Eurasian Forum.

Today there are more than 400 people in the Congress Hall. These are heads of public organizations, representatives of socially oriented NGOs and women leaders from Russian regions, near and far abroad countries, CIS countries and SCO and BRICS countries.
Diana Gurtskaya, Honored Artist of Russia: “Probably, the fact that we have gathered here today means that the world is not without good people. Everyone who came here wants peace in every country. There are no other people's children, they are all our children. We do everything so that they live, smile, sing.”
In addition, as part of this forum, the Republican Children's Clinical Hospital will host a charity event “Operation Smile”. The best surgeons from Russia, Canada and other countries will perform maxillofacial surgeries on about 70 children in the republic and neighboring regions. The two-day forum will include a plenary session and round tables on the development of cooperation between states, charitable organizations and NGOs.

Today everyone from different parts of the country also came here. For example, volunteers from Tomsk and Moscow who represent the Paraworkout movement.
Stanislav Burakov, leader of the Paraworkout project: “For me, it is important to change society, its views on people with disabilities. We are building adapted sites where both people with disabilities and healthy people can exercise.”
The result of the international forum will be that in the near future priority tasks for the development of charity in the Bashkir capital and in the region as a whole will be identified. According to Russian experts and foreign guests, Ufa hosts such a large-scale event at a decent level, so perhaps in subsequent years the Bashkir capital will become a center for holding such events.

About 400 people will come to Ufa - leaders of public organizations, representatives of socially oriented NGOs and women leaders from Russian regions, near and far abroad countries, CIS countries and SCO and BRICS countries.
According to the senator, representatives of public, charitable and government organizations from the USA, Great Britain, Germany, South Africa, Kyrgyzstan, Kazakhstan, Uzbekistan, Estonia, Vietnam and Italy planned to participate in the forum events.
The forum was organized by the Federation Council, the Government of Bashkortostan and the Markhamat Charitable Educational Foundation.
The events of the two-day forum include a plenary session, round tables on the development of cooperation between states, charitable organizations and NGOs in the field of education and culture, humanitarian interaction and volunteerism, and the provision of social services to the population.
The program includes a charity event “Operation Smile” for children with congenital cleft lips and palates, a festival with the participation of children with disabilities, master classes and trainings for start-up socially oriented NGOs.

This forum is one of the largest events in preparation for the II Eurasian Women’s Forum. Heads of public organizations, representatives of socially oriented NGOs and women leaders from Russian regions, near and far abroad countries, CIS countries, SCO and BRICS countries came to the capital of Bashkiria.
Representatives of the fair half of humanity reflected on the role of women in the development of humanitarian cooperation, education, charity, culture, and art. We modeled a partnership between the state and socially oriented organizations.
The program included a charity event “Operation Smile” for children with congenital cleft lips and palates, a festival with the participation of children with disabilities, master classes and trainings for start-up socially oriented NGOs. During the forum, 50 children with congenital maxillofacial defects were operated on in Ufa by Russian and foreign doctors. Such actions not only help children get rid of birth defects and, accordingly, psychological complexes, but also contribute to the development of science. Working in an international team improves the qualifications of doctors, allowing them to exchange experience.
“Based on the results of the international forum “Women’s Dialogue” held on November 17-18 in Ufa. “Charity Without Borders,” we decided to form a register of charitable organizations in the country,” said Liliya Gumerova, First Deputy Chairman of the Federation Council Committee on Science, Education and Culture. “It is necessary so that citizens understand: since this resource contains information about the fund, it works openly and transparently.”
The register will be created by analogy with the list of health institutions for children, the appearance of which is provided for by the bill on children's recreation developed by senators. According to Gumerova, only organizations verified by the Ministry of Justice will be included in the list of “verified” charities.

During the International Forum “Dialogue of Women. Charity Without Borders” in Ufa, the Markhamat charitable foundation held the “Ordinary Childhood” campaign. Participants and guests of the forum put together a puzzle of goodness. The result was a large painting - a child’s drawing that won one of the competitions. It depicts the symbol of the forum - a colorful horse. All funds raised will be used to purchase a children's playground for children with disabilities in the forest park named after foresters of Bashkiria in Ufa.
