The decision to start the heating season in a locality is made by the local government. However, it is possible to speed up the process in a single house. To do this, residents need to submit a corresponding request to their management company or HOA, and they, in turn, will send an application to the municipality.
In the meantime, the general rule established by federal law for determining the date of heat application is: the heating period must begin no later than the day following the end of the 5-day period during which the average daily outside air temperature is below 8 degrees.
“We call on the leaders of cities and districts of the region to take a reasonable and balanced approach to the issue of the beginning of the heating period, to promptly respond to requests for early connection of facilities, but not to impose a heating service if residents do not need it yet,” comments the Minister of Housing and Communal Services of Stavropol region Roman Marchenko.

As explained in the regional Ministry of Housing and Communal Services, the general rule for determining the date of heat supply to houses with central heating, enshrined in the Rules for the provision of utility services (RF Government Decree No. 354 of 05/06/2011), states: the heating period must begin no later than the day following the end day A 5-day period during which the average daily outdoor temperature is below 8 degrees. That is, local authorities do not have to completely withstand the 5-day period of low temperatures.
The optimal air temperature in the room is not lower than +20 °C, and in corner rooms +22 °C. But for some residents this temperature is uncomfortable.
