As explained in the regional Ministry of Housing and Communal Services, the general rule for determining the date of heat supply to houses with central heating, enshrined in the Rules for the provision of utility services (RF Government Decree No. 354 of 05/06/2011), states: the heating period must begin no later than the day following the end day A 5-day period during which the average daily outdoor temperature is below 8 degrees.
