In the village of Generalskoye, Rodionovo-Nesvetaysky district, in early March, 31-year-old local resident Ivan Tynyany was found hanged in his own house. Investigators have already established that the man committed suicide, but the investigation into the reasons that prompted the villager to take his own life is still ongoing. As explained in the investigative department of the Investigative Committee of Russia for the Rostov region, the version of incitement to suicide will also be checked.
The death of the tractor driver gave rise to a lot of speculation among the people: the cause of the tragedy was seen in family troubles and the lack of permanent work. Along with this, there was also a land scandal: Ivan unsuccessfully tried to legitimize the land plot and the house where his parents had previously lived.
Colleagues from the newspaper “Peasant” wrote a lot and in detail about the land scandal in Generalskoe, which is 20 kilometers from Rostov. They were the ones who raised this topic and pursued it for several years. After Tynyany’s death, the site’s journalist went to Generalskoye to understand the land conflict and understand the involvement of the Speaker of the Legislative Assembly of the Rostov Region, Viktor Deryabkin, whose name is constantly mentioned in this regard.
Family-park - unfulfilled dreams
Passions have been running high in the village since Rostov businessman Alexey Kovalevsky began buying agricultural land. The businessman bought 130 hectares and registered them in the name of his now ex-wife Natalya. And Natalya, in turn, changed the type of permitted use and allocated part of the land for the construction of a Family-park amusement park and a cottage community.
The family park, as conceived by Kovalevsky, was to become a recreation center for residents of the region, and recreation was meant year-round. But the project “didn’t work”, and now, where joy and fun were planned, desolation reigns. The only thing in order is a barrier and a security guard who assures that the season will start in May.
The expected rush to sell land for cottages did not happen either. The place may be environmentally friendly, but without the appropriate infrastructure it did not attract investors. Moreover, over time, questions began to arise about how legal the land purchase transactions were. Villagers - owners of land shares - began to declare that they had been blatantly deceived and deprived of space for grazing livestock.
The fact is that most residents owned 10.2 hectares of land, of which 8.87 were arable lands and 1.33 pastures. This land was leased to Avangard CJSC - a total of 3,000 hectares of arable land and 471 hectares of pastures. People raised the alarm only when they learned that their pastures had been sold.
Then they remembered that the office employees asked them to hand over their old land certificates in order to make documents of a new form. We looked - and the pasture area in the land share turned out to be cut almost in half - by 0.6 hectares. The cut off hectares became the property of Avangard director Azat Meloyan.
He, in turn, assures that everything was legal and he received the land by decision of the general meeting. But whether it was is unknown. According to the documents, it was, but many shareholders know nothing about it.
As a result, 129.62 hectares of pastures were sold to Rostov businessman Alexei Kovalevsky, who announced the construction of Family-park. Its director was the daughter of the Chairman of the Legislative Assembly of the Rostov Region, Viktor Deryabkin, Yulia, with whom Alexey Kovalevsky became friends.
At the same time, the first stones were thrown into the garden of the speaker of the Don parliament, and all subsequent activities of the Kovalevsky-Deryabkin couple began to be associated with the name of the high-ranking statesman.
Cadastral leapfrog
Having bought land for an amusement park, the Kovalevsky family added plots to the other side of the village, just as quickly and without much hassle, changing the type of permitted use. The land, which was previously intended for grazing, was cut into plots for the construction of cottages.
On the territory of one of these areas there was a small lake and a rural water pumping station. A tiny - 20 by 20 meters, but a very useful reservoir since the time of Tsar Gorokh, it has provided Generalskoye with technical water. Many did not hesitate to drink from there.
But later another interesting point became clear. In addition to life-giving moisture, the new owners also received almost 6 acres of land on which Eliana Edzikyants’ property is located.
And here an explanation is required. In 2009, Eliana Edzikyants bought three plots from three different owners at the end of Tereshkova Street, located on the border of the village. Over time, she combined these plots into one, and it was assigned the cadastral number 61:33:0070601:501. Then, having received the appropriate permission, the owner built a large house and several buildings there.

Thunder struck in 2012, when Edzikyants' neighbors - Maria Danilchenko and Ivan Tynyany - also decided to legalize their plots and houses in which they were born and raised. Having contacted the cadastral chamber, they were refused. The cadastral map clearly indicated that the Edzikyants plot had inexplicably virtually “run into” their property.
“I inherited this plot from my parents, and now I can’t do anything with it, neither pass it on to my grandchildren, nor sell it,” Maria Vasilyevna lamented, pointing around. - Look, before there was a field here, cattle grazed, but now everything is covered with chain-link and stands - neither for ourselves nor for people! How could we afford to buy our rural lake? It’s nonsense!
It’s not hard to imagine how surprised Edzikyants herself was when she learned that she had invaded someone else’s territory. According to the coordinates established on the new cadastral map, its site shifted to the southeast and at the same time captured not only the rural road, but also neighboring properties.
New neighbors
What is curious: after the virtual move, a free space appeared on the map to the left of the Edzikyants site, which, by an amazing coincidence, turned out to be the site of Ivan Budarev, the former deputy governor of Vladimir Chub.
But this is virtual, but in reality it turned out that part of her plot (about 6 acres) was now located on land owned by Alexander Kovalevsky, the eldest son of businessman Alexei Kovalevsky.
Of course, Eliana Edzikyants filed a lawsuit, expecting that the misunderstanding that had arisen would quickly be clarified - after all, as she believed, there was a cadastral error - and the incident would be settled. However, the court refused the plaintiff, and everything remained as on the map.

Thus, in order to comply with the court’s decision, the owner needs to destroy the fence and part of the buildings that, according to the cadastral map, “climbed” onto Kovalevsky’s plot. But the most important thing is that the house would also have to be demolished, since, according to the new cadastral map, Budarev’s plot is located there. How he appeared there and on what basis is a dark story.
In this sense, the explanation given by the general director of Geo-Don LLC Skakun (this organization carried out land surveying of Budarev’s site) to the senior investigator of the investigative department for Novoshakhtinsk is noteworthy. The text was published by Peasant in July 2014.
Question: What documents did Budarev present to you for the site and did he have any documents at all?
Answer: Budarev presented me with an extract from the household register with the address: Tereshkova, 1a. At the time of completion of the work, he provided another extract with the address: Tereshkova, 20/4.
Question: Why did you agree to survey the address Tereshkova, 20/4?
Answer: Because Budarev showed us exactly this place.
Question: The order from Budarev was received in May 2009, and the survey itself was carried out in October 2010. How can we explain this?
Answer: On the site indicated by Budarev, construction was underway (Edzikyants began building a house. - Author's note). But Budarev insisted that his plot was located in this very place... In addition, Budarev did not have an extract from the household register for the plot at Tereshkova, 20/4. He submitted an extract with this address later.
Question: You are asked to indicate on the map where you carried out cadastral work for Budarev, and the site on Tereshkova Street, 1a.
Answer: I don’t know where the address of Tereshkova, 1a is located, but, according to Budarev, the indicated address was in the place where we carried out cadastral work, that is, Tereshkova, 20/4.
While the trial was going on, changes occurred among the owners: Eliana Edzikyants sold the house to her sister’s husband Oleg Kudashov. The family believed that this way they would be able to quickly achieve a positive result when considering the appeal. But the appellate court confirms that the court made the right decision.
However, an alternative option immediately appeared; Kudashov was offered to negotiate with Budarev. Deputy of the Legislative Assembly of the region, Maxim Shchablykin, took it upon himself to resolve the issue - this is his district.
We agreed with Budarev’s representatives for 500 thousand rubles. Negotiations with the Kovalevskys reached a dead end; at first 180 thousand were mentioned, then 300 thousand, then 500.
The owner of the plots of land where the reservoir and water pumping station are located also changed - their owner became the son of Alexei Kovalevsky and Yulia Deryabkina, 4-year-old Vladimir Kovalevsky.
Letter of thanks
And here it is worth recalling another lawsuit - from the Voloshinsky rural settlement, where Generalskoye is located. The plaintiff demanded that the plot with the lake and the pumping station be transferred to the settlement. But in the end, the claim was withdrawn, and representatives of Vladimir Kovalevsky and the settlement administration signed a settlement agreement, according to which the water bodies will return to the bosom of the village.
Maxim Shblykin takes credit for resolving this issue, who undertook to comment on one piquant condition set by Yulia Deryabkina when signing the agreement: to give her a letter of gratitude signed by local residents for the fact that the lake and pumping station will be returned to the village.
“Yulia wanted to protect the honor of the family in this way - after all, over the years, buckets of dirt have been poured out, not only on her, but also on people close to her. At first she wanted to get a refutation, but they explained to her that it would take a long time, so she put forward a condition with a letter of gratitude. If they start throwing dirt next time, she will show the letter in court,” the deputy explained in a telephone conversation.
“They say that only rural deputies signed the text,” said Oleg Kudashov. “The others didn’t want to embarrass themselves.”
The conversation with Kudashov took place in the courtyard of his house.
— They offer me to buy a plot for which I have already paid once. And this, in their opinion, is considered normal. Now an absurd situation has arisen: they took my site and moved it on the map, and now I have to move my neighbors, and they, in turn, move other neighbors. How do you imagine that? Why did no one want to take into account that before the boundaries were shifted back in 2007, the Federal Real Estate Cadastre Agency approved the boundaries exactly where my house and fence were built? - asks Oleg Kudashov.
We are heading to the house of Ivan Tynyan, located about fifteen meters away. Anticipating the question of his neighbor's suicide, Kudashov himself raised the topic:
“I don’t know what was the last straw for Ivan.” A hard-working guy, he loved his family very much. Now they are pouring all sorts of dirt on him, saying that he was a drunkard. Yes, he didn’t drink more than others. I don’t know what he and his wife had, but every family has disagreements. I know that he was also worried about our disputes over land. Look: if this plot is taken away from the family, as shown on the cadastral map, then they will have nothing left except their house,” Kudashov stated.
The next interlocutor of the correspondent site upon arrival in Rostov was the Chairman of the Legislative Assembly, Viktor Deryabkin.
— Viktor Efimovich, when did you learn about the situation in Generalskoe?
— About three years ago from my daughter Yulia. She said that there was an overlap of areas.
— Have residents turned to you personally for help?
— Eliana Edzikyants’ lawyer and Maria Danilchenko, a teacher, came to see me. They complained that Kovalevsky had taken the lake from them and left the village without water. I promised that I would sort it out and instructed Maxim Shchablykin to take care of this matter, he is a deputy there.
— Are you happy with the way he did it?
- Not really, he climbed into places he shouldn’t have.
— Viktor Efimovich, any actions of Alexey Kovalevsky over the past few years have been associated with your name, if only because the businessman and your daughter have a common son. What is your relationship with your brother-in-law?
— My relationship with Alexei Kovalevsky is complicated. We rarely communicate, but his son is my grandson, and I’m not going to give up on Volodya. But I was initially against my daughter’s relationship with Kovalevsky and told Alexei about it directly.
- Why?
— He was married and had three children from his first marriage.
- Where are your daughter and grandson now?
— They live in Germany.
— What can you say about his projects, in particular Family-park?
— Vladimir Fedorovich Chub and I came to Generalskoye. Kovalevsky presented us with sketches, models, drew some incomprehensible perspectives, and the governor, as far as I remember, was not impressed with the project.
—Have you ever heard that your grandson’s father hides behind your name?
- Yes, I have heard that he is trying to protect his business in this way.
— How do you assess the situation that arose in the dispute between owners? What do you think is the way out?
— I would talk not only about the dispute between individual owners, but also about Generalsky in general. After all, for some reason no one writes that in 2007, when Kovalevsky bought land, everyone was happy and no one was indignant. As for the land disputes with Edzikyants, the situation here is not simple, because there is a court decision. The only correct decision is to sit down and negotiate. But this process, as far as I know, is going slowly. It seems that someone benefits from this situation so that it lasts longer and I am remembered more often (Deryabkin pointed to a stack of publications). Now they are reproaching me that I am almost to blame for the guy’s death. At first I even wanted to go to the widow and maybe help with the funeral...
- And what prevented you?
“Now is probably not the time, and there would be all sorts of rumors, saying that Deryabkin feels guilty and is trying to make amends for it.”
— You say that mentioning the story of the land scandal is beneficial to someone. To whom?
- This is known to those...
— Can you name the names?
— For example, Viktor Goncharov. During the election campaign, he went around saying that he would be the chairman of the Legislative Assembly. In 2013, black technologists also worked to kill Deryabkin. It is possible that the current attack is related to the gubernatorial elections.
- That is?
- Well, maybe they think that I’m aiming for the governor’s chair. But I don’t want to go there.
— Viktor Efimovich, for several years your name, albeit indirectly, has come up in connection with the scandal in Generalskoe. It's surprising that in all this time you haven't intervened personally.
— Probably, he trusted his assistants too much, who did not recommend interfering. I told them that I would fire them for such advice! Now I have already decided that the issue of Generalsky will be brought up at the April session. I will tell the deputies about the situation and let them decide. If they tell me to leave, I will leave.

Eliana Edzikyants wanted to live in nature. She found such a place 20 km from Rostov on the very edge of the village of Generalskoye. Eliana Robertovna bought a plot of land, legalized it and built a house. All that remained was to formalize the commissioning, and then her neighbor, pensioner Maria Danilchenko, came to her, who was finally getting ready to register her ancestral home ownership.Imagine, we lived, lived - and on you! From the further conversation a fantastic picture emerged.
The regional office of Rosreestr Danilchenko was refused to register the land plot of her household for cadastral registration. Because on the cadastral map, the boundaries of Maria Vasilievna’s farmstead cross the boundaries of the legalized plot of Edzikyants. Move, they told the pensioner, then we’ll register the estate. Where and how to move? On the neighbor on the other side? This means that he needs to move, and the whole village follows him. Rave! A rural municipal road runs between the Danilchenko and Edzikyants households. But on the map it’s the other way around: an estate on an estate.
Soon, the young tractor driver Ivan Tynyany, Edzikyants’ neighbor along the border, faced the same misfortune.
The neighbors independently ordered a study of the situation by cadastral engineers. Experts compared satellite images, an aerial photo map and a cadastral map of the village of Generalskoye. It turned out that on the map the village border was shifted, which in turn resulted in a shift in the coordinates of the Edzikyants site from its actual location. As a result, Eliana Robertovna's household covered the road and the estates of her neighbors. And soon she received a written notification from the one who moved her farmstead on the cadastral map: “You occupy part of the land plot owned by A.A. Kovalevsky, which violates his right as an owner. We suggest that you resolve this situation out of court...”
Entrepreneur Alexey Kovalevsky is a member of the family of Viktor Deryabkin, chairman of the Legislative Assembly of the Rostov region and leader of the regional branch of United Russia. Kovalevsky is in a civil marriage with the speaker’s daughter Yulia Deryabkina. The entrepreneur's family business is the purchase of farmland with the subsequent resale of cut-off plots for the construction of cottages. He managed to buy up almost all the pastures around the village, which is about 430 hectares.
In order to profitably resell the plots, Kovalevsky needed water. However, the only source of water supply for the village of Generalskoye was in the municipal ownership of the Voloshinsky rural settlement. The entrepreneur solved this problem easily - he bought a plot of pasture from farmer Svetlana Trebko, which was located 1 km from the village border. The rest was done by “cadastral technology specialists.” They shuffled the cadastral numbers, pulled the purchased plot to the border of the village and moved this border on the cadastral map just enough to capture the water source. Thus, the Kovalevsky land plot included a water intake lake, a pumping station, a water tower, pipelines that were not subject to alienation, and part of the Edzikyants household.

Where does the lift come from?
Kovalevsky’s plot was pushed onto the Edzikyants household at an angle, and a “free zone” occupied by Eliana Robertovna’s buildings appeared on the cadastral map. The tempting place was taken by Ivan Budarev. His plot of land was located at the other end of the village. And suddenly, with the same cadastral number, the plot “took off” and “landed”... on the Edzikyants estate.Where does this lifting force come from?
Ivan Grigorievich Budarev has been the right hand of the governor of Don since the early 90s V.F. Chuba. He served as deputy governor until June 2010. Today he is the official assistant to Senator Chub.
I called the senator's assistant and asked for a meeting. He explained that the request was caused by events related to the household of Eliana Edzikyants in the village of Generalskoye. The answer was unexpected:
I don't understand anything about this. So I have nothing to tell you.
Not concerned with the truth
Eliana Edzikyants tried to find justice in court. In her claim, she asked to recognize the cadastral registration of the land plots of Kovalevsky and Budarev and the registration of their ownership rights as illegal. And her ownership of her legalized plot in actual coordinates will be recognized.Kovalevsky and Budarev filed counterclaims.
Novoshakhtinsky judge A.A. Lozobko, despite all the title and legal documents, considered the buildings of Edzikyants unauthorized and decided to demolish them. And the land plot should be restored to its original condition. The judge ignored the response from the administration of the Voloshinsky rural settlement, in which the local authorities asked the court to satisfy Edzikyants’ claim and oblige the organizations that committed violations during the land surveying of the Kovalevsky and Budarev sites to interleave them.
Judge Lozobko's decision gave rise to a whole series of legalized illegalities. Municipal property in the form of a spring lake and the village's water supply system, maintained at the expense of its residents, became the property of a relative of the speaker of the Don parliament. In reality, Eliana Edzikyants is obliged, in pursuance of a court decision, to move her household to a rural road and the family estates of her neighbors, as prescribed by the cadastral map. Thus, the judge deprived Maria Danilchenko and Ivan Tynyany of the right to register their inherited property and become its full owner. The judge recognized the legality of the registration of Budarev’s land plot over the actual location of the Edzikyants estate.
I wanted to talk to Judge Lozobko.
The meeting is impossible,” Lozobko told me over the phone. - I resigned and do not represent justice.
Then I asked directly:
Tell me, did you make your decision freely or under someone else’s influence?
“I cannot answer this question in a telephone conversation,” said the former judge and turned off his mobile phone.
A gift to those brought to their knees
The leadership and deputies of the Voloshinsky rural settlement were determined to fight for justice. But after the judge’s decision, Lozobko gave up the fight. Lyudmila Guzhva, the head of the settlement, explained the refusal of the claim by practical considerations.We won't win the trial. It's clear. Too unequal forces. And we must be realistic and think about how to give people water. People run around the village with buckets in search of water. We should at least tear out a spring lake... Our deputy Maxim Shchablykin is trying to persuade us to agree to a peace treaty in exchange for the lake...
After a protest rally by residents of the village of Generalskoye, which took place in the center of Rostov, speaker Viktor Deryabkin instructed the chairman of the regional Legislative Assembly committee on local self-government Shchablykin to resolve the issue. And he persuaded the local authorities to join the world.
According to the text of the settlement agreement, the speaker's grandson, 4-year-old Vova Kovalevsky, represented by his legal representative - mother Yulia Deryabkina, gave an obligation to divide his land plot into two independent ones within three months. A small plot with a lake should be registered in the cadastral register. And in two weeks, donate the plot with the lake to the Voloshinsky rural settlement. But on the condition that the settlement administration, in gratitude for the gift, waives the remaining demands in full. And one more thing: the donation agreement will be signed only in exchange for a letter of gratitude from the village residents. With a note that in future there will be no claims against Kovalevsky.
The letter was signed by six local deputies on behalf of the village residents.
What about the rights of Eliana Edzikyants, Maria Danilchenko, Ivan Tynyany? Not a word about them!
Come on, move!
Judge of the Rostov Regional Court M.B. Titukhov refused to allow Edzikyants, Danilchenko and Tynyany to transfer their cassation complaints for consideration to the presidium of the regional court. Eliana Robertovna could not stand the bullying and turned for help to her relative, Oleg Kudashov, a reserve lieutenant colonel of the FSB of Russia. A former investigator for especially important cases bought the Edzikyants household in the hope of overturning the absurd decision of Judge Lozobko in the Supreme Court. But the Supreme Court returned the supervisory appeal due to the expiration of the six-month statute of limitations from the date the decision entered into force.Kudashov addressed a letter to the Secretary of the Security Council of the Russian Federation Nikolai Patrushev. He recalled that at one time he was directly subordinate to him and was involved in developing the corruption activities of high officials of the North Caucasus District Military Court and the military prosecutor's office. In the letter, he tried to draw the attention of the former head of the FSB, Nikolai Patrushev, to criminal cadastral technologies. Alas, the lieutenant colonel’s complaint went down to where these very technologies are used and protected.
Meanwhile, the senator’s assistant Budarev threatened Kudashov to bring in equipment and demolish his buildings. Let's move, as the cadastral map and the court require, or buy the land. And Oleg Yuryevich paid 800 thousand rubles for his own land...
There remained Kovalevsky’s plot, five acres of which overlapped the corner of Kudashov’s house. How to remove the overlay of a plot registered to a child? The intermediary, Maxim Shchablykin, indicated the price in an SMS correspondence with Kudashov: 500,000 rubles. The lieutenant colonel tried to bargain, asked to reduce the price by half, and was stalling for time. The intermediary pressed: five acres in the form of a separate plot would be sold to an outsider. The price will increase... At this time two events happened.
On one of the sites that posted information about the village of Generalskoye, a threat appeared, clearly addressed to Oleg Kudashov: “The FSB reserve lieutenant colonel should hang himself. Otherwise, I will liquidate the FSB bastard.” And the signature: “John Smith.”
Kudashov took a photograph from the monitor screen and filed a statement about the commission of a crime to the head of police department No. 7 in Rostov-on-Don, Pashkov. Silence in response.
And on March 4, 2015, Ivan Tynyany committed suicide in his illegal family estate. Before committing suicide, Ivan sent his wife an SMS: “Goodbye. There is no turning back." Two children were left without a father, Katya - 12 years old and Zhenya - 2 years old.
It soon became clear that the boy Vova Kovalevsky donated those same five acres to the Voloshinsky rural settlement. And the court recognized Oleg Kudashov’s pre-emptive right to buy these five hundred square meters of his home from the settlement administration... for 80 rubles.
But there remains one more piece of land with an area of 25 square meters. m on the cadastral map, which formed at the intersections of the boundaries of the Kovalevsky and Budarev areas. Entrepreneur Kovalevsky registered this piece of land in the name of his mother, Tamara Alekseevna. It does not allow Kudashov’s household to be returned to its actual location and the neighbors’ estates to be cleared on the cadastral map.
Scenery and reality
In 2009, the director of Investment Consultant LLC, Yulia Deryabkina, gave an interview to Real Business magazine. The talk was that in the near future a huge park for family recreation would grow near Rostov-on-Don. Why do investors plan to improve 430 hectares in the future? (This is exactly the area of all the pastures surrounding the village of Generalskoye.) Deryabkina said that the Famely Park sports and entertainment complex will be able to simultaneously accommodate up to 15 thousand visitors.And before that, Viktor Deryabkin, then deputy governor, together with Governor Vladimir Chub came to the village of Generalskoye, where Kovalevsky introduced them to his project on the ground. The governor helped, gave money for the construction of a road from the highway to the village. Transferred purchased pastures to the category of land for construction. But the project did not take off. But barbed wire, barriers, security and billboards became a reality: “Sale of plots near the river.” Former pastures, divided into plots for the construction of cottages, went under the hammer. Peasants lost the opportunity to graze livestock and began to close down their private farms. And when they realized what had happened, they filed a complaint with the Rodionovo-Nesvetaysk police. In total, about 100 villagers contacted the department of economic security and anti-corruption. Checks have begun.
Alexey Kovalevsky bought a pasture on the banks of the Tuzlov River from the former director of Avangard CJSC Azat Meloyan. The problem, however, was that the sold lands were not part of the common lands of Avangard CJSC. One part of the pastures was located in a water protection zone with a special regime of use and was not divided into shares. The other, larger part, located within the boundaries of the settlement, was transferred to the jurisdiction of the village council in the early 90s (now the administration of the Voloshin settlement). This state-owned land, which became municipal, was intended for haymaking and grazing of livestock of the village residents.
How did Meloyan manage to sell municipal, consider state, land? !
The audit revealed the mechanism of fraud.
