Andrey Evgenievich, why did it become necessary to abandon the current certification model, to which teachers are accustomed; many were quite happy with it?
- Following the meeting of the State Council on improving the system of general education in the Russian Federation, the President of the Russian Federation on December 23, 2015 instructed the Government of the Russian Federation “... to ensure the formation of a national system of teacher growth, aimed, in particular, at establishing levels of professional competencies for teaching staff , confirmed by certification results, as well as taking into account the opinions of graduates of general education organizations...”
In other words, the task was defined - to guarantee the opportunity for every willing teacher to grow and develop in their profession. Today's certification model, with the collection of a huge number of certificates for a portfolio, with numerous certification commissions, gives us as a result teachers from the Kaluga region, the Republic of Dagestan, the Krasnodar Territory or the Republic of Crimea, and so on, but not a Russian teacher. As soon as a teacher needs to move from one region to another, he again has to undergo certification according to new rules. That is, the current model does not imply a single educational space. Moreover, the documents for certification in each of the regions of Russia, albeit slightly, are still different. The development of a new certification model is based on unified federal assessment materials - EFOM, which in turn are correlated with the Federal State Educational Standard. This model was discussed for a very long time and was considered optimal in order to create all the conditions for a system of teacher growth. An independent assessment of the certification of a teacher’s qualifications based on the EFOM is based on four competencies - subject, methodological, psychological-pedagogical and communicative. If a teacher really wants to grow professionally, then thanks to certification conducted in a new format, he will be able to identify his deficiencies in a particular area of knowledge and receive specific recommendations on how to fill them, that is, what additional professional programs to choose to identify and fill personal deficiencies.
Different organizations were involved in the compilation of assessment materials for various competencies; for example, the psychological and pedagogical direction was handled by the Moscow State University of Psychology and Education. Of course, when we were planning to introduce a new model, we understood with what distrust teachers treated various assessment procedures. And there is nothing surprising in this; it has been embedded in our perception since fairy tales - first feed, that is, motivate, and then examine. So, when developing a “road map” for the implementation of a new certification model, we immediately foresaw that teachers, having mastered the EFOM, would receive serious bonuses to their salaries, especially many tempting opportunities open up for young people. Thanks to the new certification model, they will not have to wait 3-5 years to be certified for an upgraded category. I think that the introduction of this model will definitely affect the well-being of our teachers, first of all, of course, this will affect active teachers who want to achieve something in their profession. Of course, there will always be dissatisfied people, those who want to live a quiet life, to roll along the well-trodden rails. But I want to say that the new certification model will in no way worsen the financial situation of this category of teachers.
- The testing has already passed, how did the teachers react to the new model?
- Well, first of all, I’ll say right away that the testing takes place on an exclusively voluntary basis; last fall, subject-specific EFOM were tested. Then there was a certain discontent among teachers. Perhaps the assessment materials were not perfect everywhere, or, for example, the timing of testing was poorly chosen. This time everything went smoothly. When testing the new certification model, teachers were given the opportunity to evaluate the certification materials and procedures themselves. Coordination of the testing was ensured by representatives of regional ministries and departments of education, school directors and staff, representatives of the All-Russian Trade Union of Education and other public organizations. This all reminded me of the accelerated model of public recognition of the Unified State Examination. For society to recognize the Unified State Exam as a real value, 10 long years had to pass. Teachers, as you know, are literate people. They immediately appreciated the enormous possibilities of the new certification model, seeing their benefits in it. This is not only a real salary increase, but also an opportunity for professional growth, receiving titles and awards, and the opportunity to participate in competitions. Of course, the system of additional postgraduate education will also change. Now, I would say, the advantage is already on the side of the new certification model, while last year more teachers preferred the old model. Teachers began to understand that thanks to this model they could show that they possess certain knowledge and competencies, that they could formulate a specific task, say, for a hearing-impaired or visually impaired child. At the same time, the teacher can see which topics he is struggling with and strengthen his preparation accordingly. For us, this is an opportunity to transform the additional vocational training system, to begin training tutors according to a new certification model.
- I know that a single day was appointed when the testing took place...
- Yes, and what is most amazing and valuable is that those teachers who for some reason could not pass the test on that day, for example, they were sick or were on vacation, asked to postpone it to another day. It is also very important for us that we received feedback from teachers; they wrote us their comments on the EFOM, on how the tasks were formulated, and on what needs to be changed in order to improve them. Now these comments are being processed, and for us this is perhaps the most important result of testing.
At the moment, the involved experts are processing the testing results. Completion of this work and preparation of an analysis of the results are planned before August 17. Currently, the composition of the Approbation Expert Certification Commission is being formed. It is expected that the commission should include representatives of the Ministry of Education, federal state educational organizations, the All-Russian Trade Union of Education, representatives of subjects, universities that took part in testing the new certification model, and representatives of the teaching community.
In early September, the results of the testing will be reviewed at a meeting of the Approbation Expert Certification Commission. From October 1 to October 30, 2018, a public and professional discussion will take place with the involvement of federal and regional media.
The results of the discussion of the new teacher certification model will also be presented at the All-Russian conference in November 2018.
- When will the final testing take place and is it planned to transition the new certification model to normal mode?
- In accordance with the approved “road map” for the formation and introduction of a national teacher growth system, 2018 is the year of testing and finalizing a new teacher certification model. Until December 2019, unified federal assessment materials for all subjects will be developed and tested. In the first half of 2020, the final testing of the new model for certification of teaching staff should be carried out. The new model will enter normal operation in 2022. By this time, I think, a serious reconstruction of the system of additional professional education and retraining of teachers will have taken place. A whole system of measures will be proposed, a register of advanced training programs. The leading role in this issue will be played by the agro-industrial complex and the missile defense system. In the future, it will be called the Center for the Implementation of State Educational Policy and Information Technologies. Our main task is to create that same space of additional education where certification will take place according to uniform requirements in the country, and it will not matter where the teacher passed it - in Khabarovsk or Kaliningrad.
- But the level of regional institutes for advanced training and educational development institutes is different, won’t this somehow affect the implementation of the new certification model?
- For this we need a professional standard, as well as the Federal State Educational Standard, which is the main regulatory document that determines the content of general education. There is a clear correlation between the Federal State Educational Standard and the new certification model. Another question is that we need to modernize our education system as a whole. Already the testing of the new certification model has shown that our schools in the regions are equipped with technology very differently, in some places there is high-speed Internet, in others it is very slow or non-existent. And these are, of course, the problems that need to be addressed now and in the future. The task of reducing inequality across regions is the most important for improving the quality of education. No matter what we say, there is equal access to education, but there is still no equal quality of education.
By the way, we conducted monitoring of additional professional education, the main conclusion from its results is this: the structure and nature of the main forms of advanced training remain unchanged, despite the fact that the requirements for the quality of teacher training have changed significantly. The content of professional development programs does not fully correlate with the areas of professional deficiencies of teachers and with the requirements of the Federal State Educational Standard. The way out of this contradiction is to implement a comprehensive project for the modernization of teacher education, aimed at creating an individual program for advanced training, professional examination and accreditation of additional vocational education, introducing a new standard of teacher education and creating a unified register of additional vocational education programs.
- Andrey Evgenievich, 19 regions took part in the testing; what was the principle used to select the regions?
- The regions were determined by the Department of State Policy. By the way, we also developed the EFOM for graduates of pedagogical universities, which was tested by students from 11 pedagogical universities in the country from 10 subjects of the Russian Federation and 7 federal districts. Moreover, as a rule, we chose ordinary provincial universities. There is an idea to give the final exam certification powers, when a person leaving a university can apply for a category without waiting for 3-5 years of work. By the way, university graduates coped with the EFOM very well.
In conclusion, I want to say that the new model concerns a huge number of people, our teaching staff is comparable in number to the Armed Forces and even exceeds them, so we coordinate all our steps with the All-Russian Education Union.
